    Background

    The Green and Inclusive Development Programme is one of the main areas of focus in UNDP Lebanon; currently implements numerous projects in Lebanon that range in thematic areas from climate change, biodiversity conservation, institutional support, industrial depollution, decentralized renewable energy projects and solid waste management. The programme also works on the support of host-communities in response to the Syrian refugee crisis and is the Social and Environmental Safeguards focal point for the office; therefore, the Programme also ensures the integration of environmental best-practices into the overall implementation strategy of UNDP.

    UNDP has been supporting the Lebanese government in climate change policy since 1997 through the design and implementation of various projects. Lebanon has ratified the United Nations Framework Convention on Climate Change (UNFCCC) in 1994, the Kyoto Protocol (KP) in 2006 and the Paris Agreement (PA) in 2019. The Ministry of Environment (MoE) is the key governmental body responsible for coordinating the implementation of mitigation and adaptation action.ย 

    โ€œLebanonโ€™s first Biennial Transparency report (BTR1) and Combined Second Biennial Transparency/Fifth National Communication Report (BTR2/5NC)โ€, is a project funded byย Global Environment Facilityย implemented by the United Nations Development Programme in close coordination with the Ministry of Environment. The project aims at preparing and submitting climate change related reports to ensure Lebanon meets its reporting obligations under the UNFCCC and the Paris Agreement, following the modalities, procedures, and guidelines for the transparency framework outlined in Article 13 of the Paris Agreement (Decision 18/CMA.1) and the operational guidance provided in Decision 5/CMA.3. ย 

    The Project Technical Officer will support the project in ensuring the technical soundness and operational efficiency of the project. The Technical officer will provide analytical and coordination support to the preparation of Lebanonโ€™s Second Biennial Transparency Report (BTR2) and Fifith ย National Communications (5NC), that will be submitted in December 2026 in line with UNFCCC and Paris Agreement requirements. The position supports data collection, analysis, and validation across sectors, assists in the preparation of greenhouse gas inventories and NDC tracking systems, and contributes to the development of climate policies and financing strategies. By facilitating collaboration among national institutions, consultants, and stakeholders, the Technical Officer will ensure the coherence, accuracy, and timeliness of the projectโ€™s deliverables and strengthen Lebanonโ€™s institutional capacity to meet its international transparency obligations.

    Duties and Responsibilities

    Provide substantive contribution to technical/operational responsibilities:

    • Support the Project Manager/Advisor in preparing the GHG inventory to Lebanon in line with the 2006 IPCC guidelines.
    • Support the Project Manager/Advisor in tracking and reporting progress of Lebanonโ€™s NDC mitigation targets through the collection and analysis of relevant indicators.
    • Support the Project Manager/Advisor in tracking, reporting and analysing financial and technical support received by Lebanon for climate mitigation.
    • Support the Project Manager/Advisor in the development of climate policies, implementation plans, financing strategies and communication plans.ย 
    • Support the Project Manager/Advisor in the preparation of TORs and technical specifications for international and local consultants and consultancies in line with project objectives.
    • Undertake research related to the implementation of the project activities (GHG inventory preparation, collection and analysis of data, NDC tracking indicators, support received tracking, emissions projections modelling, policy review, monitoring of climate action, linkage between subnational plans and NDC, etc.)
    • Support in ensuring synergies between projectโ€™s activities with existing national priorities, programmes and plans (LEDs, NDC, NAP, etc.) and build complementarity between initiatives.ย 
    • Review the submitted drafts and final reports of consultants and ensure that they are in compliance with the Terms of References.ย 
    • Disseminate the results of the project to relevant stakeholders and policy makers, including the development of knowledge products capturing results, processes, etc.
    • Support in the preparation of proposals and other resource mobilization activities.ย 
    • Manage and centralize all project information and reports provided by consultants and other data sources.
    • Identify and pursue parallel activities related to project, when required ensures transparency, responsibility, and accountability in M&E and reporting of project results.
