Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    *Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is PKR 3,490,455 yearly.

    Introduction

    The International Labour Organization is implementing a project โ€œInternational Labour and Environmental Standards Application in Pakistanโ€™s Small Medium Enterprises (ILES)โ€, the project is funded by the European Union. The ILES, an ILO-led partnership with the World Wide Fund for Nature Pakistan (WWF-Pakistan), aims to help ILO tripartite constituents and other stakeholders, to strengthen compliance with national and international labour and environmental laws and standards, to sustainably increase the countryโ€™s competitiveness while promoting inclusive development. The project is targeting two sectors of the economy i.e.the textiles and leather sectors, both of which contribute significantly to the countryโ€™s Gross Domestic Product (GDP). The labour component is being implementing by the ILO and environment related work at policy and enterprise level by WWF- Pakistan.

    The ILES proposes to promote compliance with international labour and environmental standards through two sub objectives:

    1. To assist public sector institutions to improve the enforcement of existing legislation and compliance with international labour and environmental standards in Pakistan as well as define new laws where necessary.
    2. To assist textile and leather sector enterprises to institutionalize the implementation of, and compliance with international labour and environmental standards.

      This project aims to promote compliance with ILES through a systemic approach that will intervene at the MACRO (Policy), MESO (Institutional), MICRO (Enterprise) and META (Knowledge-base) levels.

      The ultimate goal of the project is to promote sustainable and inclusive growth in Pakistan by supporting the economic integration of Pakistan into the global and regional economy by improving compliance with labour and environmental standards and increased competitiveness.

      To achieve the project objectives, the ILO under the ILES project is providing support to the federal government through the Ministry of Overseas Pakistanis and Human Resource Development and four provincial governments through the Labour departments. The project is providing support in reviewing laws, drafting/amendments of the laws and rules of business,and capacity building of the tripartite constituents to improve implementation and promote evidence base decision making through targeted research. At the policy level, the projectโ€™s priority areas are minimum wage setting and implementation, occupational safety and health, addressing informality , and improving international labour standards reporting and labour protection frameworks.

      At the enterprise level, the project is implementing a number of ILO enterprise development tools including โ€œSustaining Competitive and Responsible Enterprises (SCORE), Factory Improvement Toolset (FIT), Work Improvements in Small Enterprises (WISE), a more productivity focused SCORE training, and long term support to selected enterprises.
