Background
Climate Change impacts significantly Jordanโs priority sectors, posing challenges to agriculture, water resources, human health and tourism sectors. Although Jordan has low emissions, there is a risk of increasing greenhouse gas (GHG) emissions, mostly linked to growth sectors such as industry, energy, forest and land use and agriculture. Notable progress has been made in integrating climate considerations into sectoral development policies, particularly after the Paris Agreement. Jordanโsย Climate Change Policy (2013โ2020)ย paved the initial way for aligning national goals with international commitments. The enactment ofย Climate Change Bylaw No. 79ย in 2019 represents a critical step in ensuring comprehensive stakeholder engagement, including both technical experts and decision-makers. Another significant milestone was the establishment of itsย climate change policy for 2022โ2050, which provides a framework for integrating low-carbon and climate-resilient goals into sectoral strategies contributing to the ambition of a global move towards a carbon neutral planet by the middle of this century. In line with Article 4 of the Paris Agreement, Jordan is actively developing its long-term low-emissions development strategy (LT-LEDS). A National Climate Change Committee, chaired by the Ministry of Environment and consisting of the 16 secretary-generals from the line ministries such as water, energy, agriculture, planning, and industry is in place. The NCCC is tasked with providing advice, strategic guidance, and oversight for climate-related policies and activities in Jordan.
To support Jordan's climate governance in the face of challenges, it's imperative to integrate climate considerations into national plans. The project of Readiness support for Jordanโs NDC 3.0ย aims to strengthen Jordanโs institutional capacities and resources to update the NDC 3.0 and to effectively involve and coordinate sectoral ministries, private sector, civil society and other key stakeholders in the updating, planning, implementation,ย monitoring and reporting of the countryโs NDC 3.0, so that Jordan will be able to effectively operationalize it and mobilize climate finance to improve the countryโs NDCย ambitious carbon dioxide reduction by 2030.
