Context
IOM supports the Government of Lebanon in strengthening migration and border governance, advancing policy development, and promoting safe, orderly, and regular migration. In line with national and regional priorities, IOM engages in evidence-based policy dialogue, institutional capacity-building, and technical assistance.
Under the overall supervision ofย the Head of Programmes, and the direct supervision of the Immigration and Border Governance (IBG) Programme Manager, the Project Officer (Human Rights/International Migration Law) will provide technical support as part of projects targeting border management authorities in Lebanon in coordination with the IOM Regional Office (RO) and Headquarters (HQ). In particular, the Project Officer (Human Rights/International Migration Law) will oversee the implementation of activities related to the UN Human Rights Due Diligence Policy, including in relation with Human Rights, Humanitarian Law and Refugee Law. They will also provide technical expertise and inputs to IOM Lebanon Country Officeโs (CO) projects in areas related to migration law, supporting the development and implementation of strategies to better protect migrantsโ rights in Lebanon.
Coordinate and provide technical support in implementation, monitoring and reporting on the action plans related to the Human Rights Due Diligence Policy within the Immigration and Border Governance (IBG) programme and activities implemented by IOM Lebanon CO.Support the monitoring and regularly reassess the risks related to the implementation of IBG projects supporting border management agencies while taking into account the regional context, legal framework, and stakeholder analysis and provide advice on the necessary mitigation measures.Coordinate and facilitate dialogue frameworks bringing together civil society, communities and national authorities to discuss border management and human rights issues. ย Coordinate with relevant units in IOM HQ, RO, and other IOM Country Offices, other UN entities and project implementation partners on the development and implementation of the relevant Human Rights related components of programmes or activities as well as the related communication strategy.Contribute to relevant HQ-led global initiatives related to the Human Rights Due Diligence Policy.Monitor the Migration Law context and developments in Lebanon and the Region, as well as contribute to the development of thematic reports and policies.Conduct research on relevant assigned topics; draft and/or contribute to information sheets, presentations, training curricula and materials and thematic guidance notes on Migration Law, Human Rights, Refugee Law and other relevant topics.Contribute to the development and delivery of presentations and training modules to border management agencies, civil society organizations and other stakeholders in the relevant thematic areas of Migration Law and Human Rights.Assist in strengthening coordination efforts with government entities, embassies, UN agencies, and other stakeholders involved in carrying out relevant activities in the country and attend relevant meetings and events.Perform such other duties as may be assigned.Education
Masterโs degree in Law, International Migration Law, Human Rights, Refugee Law or a related field from an accredited academic institution with two years of relevant professional experience; or,ย University degree in the above fields with four years of relevant professional experience.Accredited Universities are those listed in theย UNESCO World Higher Education Database.

Sound knowledge of fundamental human rights legal framework and international and regional mechanisms system โ including those of the UN, African Union and the Arab League;Basic knowledge of institutional mandates. related to the position and of UN human rights methodologies including UN HRDDP;Capacity to monitor human rights-related matters and to propose possible means for their resolution, including assisting in advocacy efforts;Ability to identify information relevant to human rights, synthesize significant amounts of information and to produce human rights analysis drawing on all available sources of information, including open sources;Advanced English writing, communication and negotiation skills;Capacity to conduct complex research and develop well structured project proposals, concept notes and thematic publications;Capacity to deliver training activities to law enforcement authorities; and,Computer/software literate, preferably knowledgeable in Microsoft Office, Adobe Acrobat.Languages
IOMโs official languages are English, French and Spanish.ย All staff members are required to be fluent in one of the the three languages.
For this position, fluency inย English is required (oral and written). Working knowledge of Arabic, French, and/or another official UN Language (Chinese, Russian, and Spanish) is an advantage.
