Project Officer

The IIASA Energy, Climate, and Environment (ECE) Program is recruiting a project officer to work within the Program to assist coordination of externally funded, international and interdisciplinary research projects.

The role

As the project officer, you will be one of the main points of contact internally and externally for the Consortiums. Strong communication and organizational skills, working with many international colleagues, are core to the role. For example, the ECE program is coordinating European Commission projects under the Horizon Europe program such as CircEUlar and SPARCCLE.

The successful candidate will work with other IIASA staff to support the external and collaborative projects in the ECE program. Your time will be primarily dedicated to supporting the project coordinators of the CircEUlar and SPARCCLE projects and ensuring effective project management, with the remainder time supporting other project- and administrative-related tasks in ECE program, depending on immediate priorities.

the projects

The CircEUlar project started in September 2022 and is composed of 10 consortium partners and 2 associated partners. CircEUlar is a four-year European Research and Innovation Action that will develop new modeling approaches for analyzing circularity from a systems perspective as well as focus on digitalization as a potential enabler of dematerialization and supply chain circularity.

The SPARCCLE project started in September 2023 and involves 12 partner institutions from across Europe investigating the socioeconomic risks of climate change in Europe. SPARCCLE will deliver new methodological capabilities by advancing and linking knowledge across research disciplines.

main tasks and responsibilities

Deal efficiently and independently with correspondence and communications from stakeholders and partners. Assist with editing, formatting, and referencing of proposals, journal articles, presentation slides, and other publications and documents, i.e., newsletters, reports, literature reviews, etc. with the Consortium partners and working groups. Assist with report publication and dissemination, and preparation of necessary reporting and compliance documentation for funders. Support with planning and lead with implementation of dissemination, communication, and outreach activities in close cooperation with the IIASA communication channels. Create content, edit, manage and maintain the consortium web pages, newsletter, and social media channels for the projects. Organize and facilitate project activities, both physical and virtual, including planning and organization of internal and external meetings, conferences, events, lectures, etc.; prepare agendas and promotional material in advance and subsequently written summaries and records of meetings. Support the program managers and research group leader(s) (RGL(s)) with research projects, with focus on controlling, funding, and administration; support with financial planning and allocation of resources, expenditure, trends. Keep abreast of, and ensure compliance with institutional rules, policies, and procedures as well as donor/external funding requirements, ensuring that staff within the program and project are regularly updated. Aid in the preparation of grant proposals; prepare supporting documentation for project proposals and project reports, facilitate project planning and management, assist with the development of project management tools in close cooperation with the IIASA Grant Management (GM) Department Undertake routine administrative tasks related to the project and program activities, such as meeting logistics, travel arrangements, expense claims and compliance paperwork. In line with the team spirit that prevails at IIASA, the incumbent may occasionally work on other tasks assigned by their superiors, that might not be directly related to this appointment but where the post holder has relevant experience and skills, and/or a shortage of immediate personnel capabilities requires such.

qualifications, experience and skills

An advanced degree in the natural sciences, engineering, economics, or social sciences, or several years' experience in project management, preferably within an international scientific environment. Experience in management and/or project administration preferably with a scientific/engineering background in the research areas of economics and environment related to the topics of energy, climate change or development. Demonstrated experience in planning and contributing to integrated, interdisciplinary research projects, including financial planning, forecasting, budgeting, and reporting. Experience desirable in at least two of: academia, government, business, NGOs, international organizations. Ability to draft reports that analyze and summarize scientific information and policy applications. Proven organizational and priority setting skills, and the ability to respond to deadlines in a timely manner. Excellent communication skills in English; and excellent interpersonal and communication skills on all levels. Strong IT skills, including advanced knowledge of MS Office products and experience with web content management systems (e.g., WordPress), and social media channels. Experience or knowledge of using web-based collaboration tools such as SharePoint and Teams, is an asset. Demonstrated ability to work independently and in close cooperation with others, and maintain professional and productive relationships with staff from diverse nationalities and backgrounds. Flexible working attitude and willingness to take on other tasks to benefit the program/institute.

appointment terms

Ideally, the successful candidate should be available to take up the position in March 2024 or as soon as possible thereafter. We offer an initial fixed-term, full-time employment contract for one year, with the possibility for extension thereafter.

Eligible applicants wishing to work part-time hours may be considered.

Duties will be carried out at the IIASA premises in Laxenburg, near Vienna in Austria (up to 100 days per year home office working within Austria possible).

We offer

An attractive salary which is exempt from income tax in Austria and negotiable, based on the qualifications, skills and experience of the selected individual and at least EUR 48,000.00 gross per annum (subject to deductions for health insurance and/or social security).

Not directly comparable with other employers in Austria, due to the unique legal status and privileges granted to IIASA. Subject to the principle of income aggregation (Progressionsvorbehalt in German).
