Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given.     Introduction

    The transition to a low-carbon economy represents opportunities (green jobs, health) but also challenges (social transformation and economic restructuring) for society and the economy. This transition will only be possible and sustainable if it does not increase inequalities. The ILO has been engaged for many years in supporting tripartite constituents to promote a just transition.

    Notably, in 2015, the \"Guidelines for a Just Transition to Environmentally Sustainable Economies and Societies for All\", were developed by a tripartite group of experts through a tripartite process, as a framework for action by the Organization and its member States. In 2023, the 111th Session of the International Labour Conference adopted a Resolution and conclusions concerning a just transition towards environmentally sustainable economies and societies for all.

    At the United Nations Climate Action Summit in 2019, 46 countries -including Ghana - committed to develop national plans for a just transition through social dialogue and decent work through green jobs, enabling ambitious action for a sustainable work future. To support and implement these commitments, the United Nations Secretary-General, Antรณnio Guterres, announced the creation of a \"Climate Action for Jobs\" initiative and designated the International Labour Organization to lead its implementation.

    The EU-Ghana Pact for Skills is a comprehensive programme financed by the European Union (EU), implemented by different entities including the ILO. It is a four-year Programme bringing together key actors in Ghanaโ€™s government and civil society with global expertise, aimed at helping Ghanaโ€™s transition to a smart, green, digitally based economy that will provide decent work for all, particularly those who have been most negatively affected by economic shocks, climate change and exclusion.

    The ILO brings its expertise in demand-driven skills provision, green jobs and gender equality along with its convening power for engaging governments, employers and workers organizations in this work. The ILO will focus on three main issues:
    โ€ข The promotion of policy coherence across skills-development programmes and environmental policies to promote green and digital jobs;
    โ€ข The reinforcement of national/sectoral constituentsโ€™ and stakeholdersโ€™ capacities to address skills gaps, design and implement skills strategies for green and digital economy;
    โ€ข The relevance and accessibility of competency-based TVET programmes that respond to current and future labour market needs.

    2. Reporting lines:

    The Project Manager (PM) will report to the Director of the ILO Country Office for Nigeria, Ghana, Liberia and Sierra Leone (CO-Abuja). She/he will benefit from technical support and guidance from the Green Jobs Specialist for the Africa region and the Skills Specialist based in Dakar, and other specialists of the Decent Work Technical Support Team (DWT) when required in tandem with the support from the staff working on just transition and skills within the Skills Branch and the Enterprises Department as well as with support from the Action Programme on Just Transition at ILO Headquarters, Geneva.

    The PM will oversee the work of the national officer, the administrative and finance assistance and any international and local consultants and service providers hired during the project.

    Description of Duties

    The PM will be responsible for the overall technical and operational delivery of the project in close consultation with the Director and the ILO Office Abuja programming Unit.

    The PM will have overall responsibility for coordinating the Project Team, including a National Project Officer, a Finance and Admin Assistant and national consultants.

    In close collaboration with the Skills and the Green Jobs Specialists, she/he will manage the relations with the EU Delegation in Accra as well as the other implementing partners of the EU-Ghana Pact for Skills.

    She/he will lead the engagement with ILOโ€™s constituents in Ghana, and the development of relevant partnerships and collaboration.
    Project management:

    1. Ensure effective coordination and planning, implementation, monitoring and evaluation of the project, in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines and the countryโ€™s Decent Work Programme, and administrative and financial procedures, and in line with donor requirements. Establish M&E frameworks and arrangements and oversee the monitoring of project implementation, identify challenges and solutions to ensure effective delivery

    2. Prepare periodic and ad-hoc reports and case studies on the status of the project and its results

    3. Effectively manage funds/budgets and monitor financial delivery

    4. Manage staff and human resource processes of project including in terms of potential recruitment, performance review, and staff capacity development.

    5. Lead missions to project sites across the country independently or with other officials

    6. Provide authoritative technical advice to project stakeholders in the various technical areas related to the project, particularly in the field of skills for a just transition, green jobs promotion, including through policy coordination, and mobilise expertise as needed.

    7. Provide leadership in, and oversee the mainstreaming of gender in the project, ensuring gender perspectives and attention to gender equality and womenโ€™s economic empowerment are addressed in project activities.

    8. Lead capacity development, including development and delivery of training and workshops, in the field of green jobs and skills for green jobs and a just transition.

    9. Identify, guide and manage the development, implementation, and assessment of overall projects activities, including assessments, sectoral diagnostic and studies related to green jobs and skills needs, potential impact of green and climate policies on jobs and skills, greening TVET and skills development and skills policy recommendations.

    10. Oversee the update and adaptation of ILO capacity building and training tools and resources in the field of green jobs and skills for green jobs and just transition to local and national circumstances and policy objectives.

    Governance, networking, partnership, advocacy:

    11. Establish and coordinate project governance structures, including the Project Steering Committee and other relevant project governance mechanism

    12. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.
    13. Ensure effective collaboration with the Ministry of Labour and Employment Relations, the Commission for Technical and Vocational Education and Training (CTVET) and with other relevant ministries and agencies, including with the Ministry of Environment, Science, Technology and Innovation in Ghana. Ensure effective engagement with social partners.

    14. Develop and maintain relationships, coordinate with the funding partner and collaborate with projects with similar mandates and objectives to build synergies with other programmes, with a view to promote ILO values, and the objectives and approach of the project, and identify opportunities for scaling-up project achievements.

    15. Support the development and implementation of an effective communication, outreach, and knowledge sharing strategy, targeting relevant national and international audiences. Represent the Office at project meetings, seminars, and evaluations when needed.

    16. Promote ILO policies and values in technical areas related to the project (skills, just transition and green jobs) in collaboration with ILO technical specialists.

    Mobilization of resources:

    17. Promote relationships with multi-lateral and bilateral donor community and oversee and monitor resource mobilization proposals in coordination with the responsible country office.

    18. Any other duties requested by the responsible chief.

    Education

    Advanced university degree with relevant experience in development, human resources, education, social, economic and/or environmental science or a related field. A first-level university degree (Bachelorโ€™s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree

    Experience

    โ€ข At least seven yearsโ€™ experience in the management of technical cooperation activities, including at the international level. This includes field experience in a leadership role for the implementation of projects, preferably at the intersection of employment, skills and environmental policy and programmes.
    โ€ข Proven project and budget management experience, with sound knowledge and experience in all aspects of project cycle, i.e., design, implementation, monitoring and evaluation.
    โ€ข Proven experience in partnership building and networking, resource mobilization and donor relations.
    โ€ข Proven experience in working on employment and skills development/TVET.
    โ€ข Proven experience in just transition, green jobs/green economy/climate change will be a strong advantage.
    โ€ข Experience in managing multi-stakeholder activities with the public and private sector.
    โ€ข Experience in managing relations with donors and other project implementing organisations
    โ€ข Familiarity with ILO policies and procedures particularly of technical cooperation projects would be an advantage.

    Languages

    Excellent written and verbal command of English.

      • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
