Introduction

As part of its long-term development strategy, the Government of India endeavours to make the country the next global electronics manufacturing destination of choice.

In the long run, building a large-scale electronics industry with significant domestic value-addition โ€“ and thus achieve broader national development goals โ€“ requires sound industrial relations and the ability to resolve disputes efficiently and effectively. These systems are vital for protecting workersโ€™ rights, enhancing economic growth, promoting job creation and supporting the further growth of the electronics manufacturing sector.

Tamil Nadu, long an industrial powerhouse, has sought a leading role in electronics hardware manufacturing (EHM). EHM is one of 11 โ€œsunriseโ€ sectors chosen by the state government for specific investment promotion, and the state aims to significantly expand its share of Indiaโ€™s electronics exports by 2025. Following consultations with constituents and other stakeholders in Tamil Nadu, the ILO has identified several areas where support to constituents could strengthen their capacity to engage in social dialogue and pursue positive industrial relations.

The ILO therefore will implement a 32-month pilot project in Tamil Nadu to support constituents, enterprises, and other stakeholders to prevent and resolve conflict through social dialogue and effective labour dispute resolution systems, with workplace-level focus on the electronics sector. The project will build state-level constituentsโ€™ capacity with respect to their roles and responsibilities in effective dispute resolution. With a complementary focus on the workplace level, the project will include direct outreach to Employer and Business Membership Organisations (EBMOs), trade unions, management, workers and other key stakeholders, such as brands, to assess their needs and enhance their capacities for effective participation in and promotion of dispute prevention and resolution mechanisms.

Through this pilot project, the ILO aims to provide technical support to the ILOโ€™s constituents to develop and implement transformative actions toward strengthened industrial relations in the electronics manufacturing sector in Tamil Nadu.

The project will comprise the following key outcomes:

1. Enhance effectiveness of the labour dispute resolution system of the Tamil Nadu Department of Labour and its labour judiciary.
2. Improved plant-level industrial relations through the implementation of dialogue and dispute prevention mechanisms.
3. Enhanced capacities of employersโ€™ and workersโ€™ organizations to engage in dialogue about various issues, including those related to gender, and to prevent and resolve grievances:
4. Establishment of a mechanism for sectoral stakeholders to engage in dialogue.

Description of Duties

The Project Manager will be responsible for the day-to-day implementation and ensuring the delivery of agreed outputs through quality assurance, including the following areas:

1. Project Management:

i) Ensure effective coordination and planning, implementation, monitoring and evaluation, timely and substantive project reporting, and effective communication of the project activities, in conformity with ILO policies and project strategies as set out in the project document, and in accordance with ILO programming guidelines and country/action programmes, and administrative and financial procedures, in consultation with the responsible technical support units.
ii) Responsible for the effective management of funds/budget assigned to the project through work planning processes.
iii) Efficient management of the human resources of the project including recruitment, performance and talent management aspects.
iv) Liaison with stakeholders on all aspects of project implementation.

2. Facilitation of technical support:

i) Ensure close consultation with the relevant Decent Work Team Specialists in Delhi, particularly the Social Dialogue and Labour Administration Specialist, Senior Employersโ€™ Activities Specialist and Workersโ€™ Activities Specialist.
ii) Through the relevant Decent Work Team: Delhi Specialists, obtain as needed, technical support from relevant technical units in Geneva.

3. Advocacy, networking and partnership:

i) Foster relations with the relevant Tamil Nadu government departments and entities, Employers' and Workers' organizations, trade unions, brands, research and training institutions, and other stakeholders and promote the collaborative planning and implementation of project activities.
ii) Liaise with the other UN agencies counterparts to promote ILO's values, increase the project's visibility and facilitate the scaling-up of the project's interventions.
iii) Ensure effective coordination with other relevant projects, including those being undertaken by other agencies or in complementary fields of activity.

4. Knowledge management:

i) Ensure the development information collection and reporting systems for project activities, prepare periodic and ad hoc reports on the status of project planning and implementation, and establish coordination with concerned ILO departments and programmes.
ii) Identify training needs and organize training workshops and meetings for the tripartite partners, NGOs, other agencies, target groups and staff as appropriate to reinforce capabilities.
iii) Participate on behalf of the Office at project meetings, seminars and evaluations and build and enhance strategic partnerships and sub-regional networks of government policymakers, worker's and employer's organizations and civil society organizations.

Required qualifications

Education

University degree in law, public administration, social sciences or industrial engineering or related qualification.

Experience

At least two years of professional experience at the national level in the area of project management and implementation. Ability to build relationships with and navigate different priorities of relevant stakeholders. Proven experience in working effectively with the tripartite constituents is required. Experience engaging multinational companies and other stakeholders will be an advantage. ILO experience in the relevant field will be an advantage. Experience in training, capacity building, research and decent work in supply chains, in particular electronics manufacturing supply chains will be an advantage.

Technical requirements: Good knowledge and relevant professional experience at the national level preferably in the electronics sector and with decent work challenges and opportunities. Work experience with the government, social partners, civil society and other stakeholders. Knowledge of labour dispute resolution, policy making, tripartite consultation, collective bargaining, grievance handling and workplace cooperation would be an advantage.

Languages

Excellent command of English is required. Knowledge of Tamil would be an advantage.

3. Knowledge of the financial rules and regulations used by international organizations or public administrations

7. Ability to communicate effectively both orally and in writing
8. Ability to work effectively with a multicultural and interdisciplinary team that may be off-site
9. Ability to work independently, quickly, precisely, and take initiative and responsibility
10. Ability to work under pressure and to meet deadlines
11. Proficient in Microsoft Word, Power Point, Excel, web-browsers and database applications
12. Ability to interact with people with tact and diplomacy.

A one-year fixed-term contract will be given with the possiblity of extension. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    *Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is INR 3,645,296 yearly.
