Background
1- Office/Unit/Project Description
The Green and Inclusive Development Programme is one of the main areas of focus in UNDP Lebanon; currently implements numerous projects in Lebanon that range in thematic areas from climate change, biodiversity conservation, institutional support, industrial depollution, decentralized renewable energy projects, and solid waste management. The programme also works on the support of host communities in response to the Syrian refugee crisis and is the Social and Environmental Safeguards focal point for the office; therefore, the team also ensures the integration of environmental best practices into the overall implementation strategy of UNDP.ย
The project is funded by the Multilateral Fund of Montreal Protocol, managed and implemented by UNDP Country Office in close coordination with the Ministry of Environment. The overall objective of the project is to extend institutional strengthening support to the Government of Lebanon namely the Ministry of Environment, in coordinating all activities related to implementation of Montreal Protocol and its amendments in Lebanon, namely creation and increase in national awareness on the dangers of using ozone depleting substances (ODS), implementing ODS phaseโout activities, monitoring and evaluation, dissemination of Information, developing and enforcement of legislations in order to meet the obligations of Lebanon to the Montreal Protocol guidelines and within the context of the Multilateral Fund (MLF). Thus, this project serves as an umbrella for all Montreal Protocol funded interventions in Lebanonย
The Project Manager (Specialist) (PM) will be responsible for the overall management of the project and oter interventions funded by the Montreal Protocol, including the mobilization of all project inputs, supervision over project staff, consultants and sub-contractors.
2. Scope of Work
a) Ensure effective project management, monitoring and implementation:
- Manage the overall project and plan the activities of the project and monitor progress against the approved workplan;
- Execute activities by managing personnel, goods and services, training, including drafting terms of reference and work specifications, and overseeing all contractorsโ work;
- Monitor events as determined in the project monitoring plan, and update the plan as required;
- Provide support for completion of assessments required by UNDP, spot checks, and audits;
- Manage requests for the provision of financial resources through funding advances, direct payments, and all other financial and budgetary transactions including the monitoring of financial resources and accounting to ensure the accuracy and reliability of financial reports in line with the UNDP and MLF Financing Agreement;
- Monitor progress, watch for plan deviations, and make course corrections when needed within project board-agreed tolerances to achieve results;
- Ensure that changes are controlled and problems addressed;
- Perform regular progress reporting to the project board as agreed with the board, including measures to address challenges and opportunities;
- Prepare and submit financial and technical reports to UNDP and MLF (donor) on a quarterly basis, 6-monthly, and annual basis;
- Manage and monitor the project risks โ including social and environmental risks - initially identified and submit new risks to the Project Board for consideration and decision on possible actions if required; update the status of these risks by maintaining the project risks log;
- Prepare revisions to the multi-year Workplan, as needed, as well as annual and quarterly plans if required;
- Follow-up on all contract management requirements and procurement processes in line with UNDP guidelines;
- Ensure that the indicators included in the project results framework are monitored annually and share with UNDP and MLF in advance of the reporting deadlines;
- Assess major and minor amendments to the project within the parameters set by UNDP and the MLF;
- Monitor implementation plans including the gender action plan, stakeholder engagement plan, and any environmental and social management plans.
b) Advise on effective project coordination:
- Coordinate and liaise with government counterparts, other UNDP project, beneficiaries and stakeholders as needed, ensuring capacity building and awareness raising on the project objectives;
- Liaise with institutions and beneficiaries in order to ensure effective engagement of relevant stakeholders, private and public;
- Ensure communication about the project is regular and accurate with decision maker
c) Coordonate ย facilitation of knowledge building and sharing, focusing on achievement of the following results:ย
- Capture lessons learned during project implementation;
- Develop, in coordination with the project team and partners lessons learned exercise, and recommendations on the way forward.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization
3. Institutional Arrangement
The Project Manager (Specialist) will be working under the overall guidance of the GID ProgrammeSpecialistat the UNDP Lebanon Country Office for all the implementation activities related to the project.ย The Project Manager ย (Specialist) will be located at the Ministry of Environment and should be willing to commute regularly to various meetings in ministries and on-site.

4. Minimum Qualifications of the Successful NPSA Min. Education requirements
- Advanced university degree (Masterโs degree or equivalent) inย chemical engineering, industrial engineering or mechanical engineer,ย ย or other related fields; or
- A first level University degree (Bachelorโs degree) in the related fields with additional 2 years of relevant experience will be given due consideration in lieu of the advanced university degree. Min. years of relevant work experienceย Minimum 5 years (with a Masterโs Degree) or 7 years (with a Bachelorโs degree) of progressive experience in management and industrial/chemical management is required. Requiredย skillsย
- Experience in project management
- Demonstrated ability to coordinate with different stakeholders
- Proficiency in standard Microsoft Office applications Desired skills in addition to the competencies covered in the Competencies section
- Knowledge and experience in the topics related to energy and environment are assets;
- Experience in working in the industrial sector in Lebanon.
- Previous experience with the UN or international donor-funded projects. Required Language(s)ย Fluency in English and Arabic. Professional Certificates Not Applicable.
