The Project:
Alinea is looking for a national Project Manager based in Maputo to manage the Global Affairs Canada (GAC)-funded Field Support Services Project (FSSP). The primary objective of the FSSP is to provide access to local technical expertise and local logistical and administrative support in Mozambique and in countries accredited to Canadaโ€™s High Commission to Mozambique. This local technical expertise and support ensures that Canada can provide effective, efficient, high-quality, and relevant development assistance to meet development needs and priorities.

The Role
Based in Maputo Mozambique, the FSSP Project Manager tasks include but are not limited to the following:

  • Collaborating with DFATD and partners in assessing needs and setting priorities;
  • Identifying risks for the FSSP and developing and implementing emergency and mitigation plans.
  • Developing and maintaining professional relationships with networks of key stakeholders (government, civil society, other donors, private sector);
  • Ensuring consistent integration of key cross-cutting themes in all deliverables;
  • Co-leading the preparation of all key FSSP documents identified in Section 8.1 below, titled โ€˜Key Project Documents and Narrative Reports;
  • Overseeing the deliverables, activities and completion of tasks related to administrative, financial, logistical and transportation rental services;
  • Communicating with the High Commission of Canada, the recipient countryโ€™s government authorities or representatives, and other key FSSP stakeholders as needed.

Required Qualifications:

  • Master of political science, law, international development, economics, finance, business administration, project management, social sciences, engineering, applied sciences, or similar;
  • Additional training in project management, public administration, results-based management, human resource management, conflict management, financial management, innovative financing mechanism for international development; capacity building or coaching approach, or gender equality or gender sensitivity training is considered an asset;
  • At least ten(10) years of international development project management and delivery experience for donor-funded projects (GAC, FCDO, USAID, GIZ, etc.) in developing countries;
  • Prior experience implementing/managing at least three (3) completed international development projects;
  • Preference will be given to candidates who can demonstrate this experience on long term (projects with a duration of 5 or more years), high value (projects with a total value at or above 8 million CAD) projects;
  • Project experience should be for work in developing countries, ideally Mozambique.
  • Demonstrated experience overseeing administrative and financial functions and ensuring quality delivery across the project; Proven ability to engage with and build relationships with donors, partners, and stakeholders; Experience delivering project documents such as implementation plans, annual work plans, budgets, operational procedures and manuals, and financial and narrative reports; and Experience managing a team of local staff and technical experts.
  • The candidate should have demonstrable experience in the following key functions:
    • Preparing or overseeing the preparation of project planning documents (such as Operating Procedures Manuals and Annual Work Plans);
    • Preparing or overseeing the preparation of project reports (such as annual technical reports and final technical reports);
    • Ensuring the overall quality of all services delivered within a project;
    • Ensuring the cost-effectiveness of all services delivered within a project;
    • Communicating with government authorities or their representatives;
    • Ensuring compliance with schedules;
    • Developing and maintaining networks of key stakeholders;
    • Resolving unanticipated project issues and problems as they arise
  • The candidate should be able to demonstrate experience with a range of international development stakeholders, including: Civil Society Organizations; private sector organizations; the United Nations (UN); bilateral donors; research community; international financial institutions (IFIs); local governments; and national-level host-country governments.
  • Candidates must be able to live and work in the project country. The ideal candidate will already be living in/based in Mozambique.
  • Fluency in English and Portuguese is required.
