Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    Introduction

    In May 2018, the Republican Interagency Commission of Uzbekistan was established to improve national labour legislation and its enforcement and strengthen cooperation with the ILO and other international organizations. The Commission has placed considerable emphasis on the integration of ILO instruments into national legislation and law enforcement practice, the development of social dialogue and interaction with partners, as well as the implementation of ratified ILO Conventions.

    In 2019, Uzbekistan ratified four ILO instruments: the Tripartite Consultation (International Labour Standards) Convention, 1976 (No. 144); the Protocol of 2014 to the Forced Labour Convention, 1930; the Labour Inspection Convention, 1947 (No. 81); and the Labour Inspection (Agriculture) Convention, 1969 (No. 129). On 4 June 2021, Uzbekistan ratified the Promotional Framework for Occupational Safety and Health Convention, 2006 (No. 187). The same year Uzbekistan initiated preparations to apply for admission to the Generalized Scheme of Preferences Plus (GSP+), as a part of a programme of broader cooperation with the European Union. In April 2021, Uzbekistan joined the GSP+, which is accompanied by several new obligations in relation to Fundamental ILO Conventions as well as the Labour Inspection Convention.

    Despite these very encouraging trends, fundamental principles and rights at work deficits including regarding the promotion of a safe and healthy working environment are still a challenge in Uzbekistan, and tripartite constituents require further support to address those challenges and promote compliance with labour laws. To address these challenges, the project on Improving labour inspection and OSH systems in Uzbekistan (funded by Germany, BMZ) is designed to improve the labour inspection and occupational safety and health (OSH) systems of Uzbekistan through:
    (a) the alignment of national legislation and practices with the relevant International Labour Standards (ILS) on OSH, to foster the development of a national preventative OSH culture and the formulation and implementation of a sound policy, system and programme for OSH;
    (b) the alignment of national legislation and practices with the relevant ILS on labour inspection, to allow the State Labour Inspectorate to effectively discharge its duties of promoting the improvement of working conditions, through the provision of technical advice and information, monitoring and enforcement of compliance with the legal provisions, and improvement of the labour legislation.

    The project will be implemented in the framework of the Safety + Health for All Flagship Programme and will benefit from the strategies, tools and lessons learned from recently implemented projects in the framework of the Flagship Programme.

    The project duration is until 31 December 2025.

    The Project Manager will report to the Chief of the Labour Inspection, Labour Administration and Occupational Safety and Health Branch in ILO HQ and will receive technical backstopping and guidance from the LABADMIN/OSH team, including the Programme and Operations Team. He/she will also receive technical guidance, support from and collaboration with DWT/CO Moscowโ€™s Labour Inspection and Occupational Safety and Health specialist, as well as specialists on employersโ€™ and workersโ€™ activities and the specialist on International Labour Standards and Labour Law.

    The Project Manager will be responsible for leading the project team, namely the national project officer and the project administrative and finance assistant and may also oversee the work of administrative and other support staff of the project, national officers and any other international or local consultant hired during the course of the project.

    • Ensure effective implementation of the project through the provision of inputs, the delivery of outputs, and the planning, monitoring and evaluation of activities, in conformity with ILO policies and in line with the Safety + Health for All Flagship Programme strategy, and in accordance with ILO programming guidelines and country/action programmes, and administrative and financial procedures.
    • Responsible for the effective management of funds/budgets allocated to the project.
    • Manage the human resources of the project efficiently, including recruitment and performance management.
    • Ensure regular communication with the ILO National Coordinator for Uzbekistan, DWT/CO-Moscow, LABADMIN/OSH and keep a regular contact with the Donor.

      Technical leadership and advice:

      • Provide technical policy advice and dialogue with both the authorities of Uzbekistan and the German Embassy.
      • Promote ILO policies in the field of labour inspection, occupational safety and health, other fundamental rights at work and relevant International Labour Standards, in collaboration with other technical/labour standards specialists. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.

        Advocacy, networking and partnership:

        • Strengthen relationships to cooperate and coordinate with governments, ministries, employers' and workers' organizations, non-governmental organizations, target groups and donors, in the planning and implementation of project activities.
        • Liaise with other UN counterparts to promote ILO's values, increase the project's visibility and facilitate the scaling-up of the ILO's interventions.
        • Ensure project synergy with other relevant ILO projects and programmes implemented in Uzbekistan.

          Mobilization of resources:

          • Undertake local resource mobilization activities with the multi-lateral and bilateral donor community for the development of future activities.

            Knowledge management:

            • Write and disseminate information on project materials in close collaboration with other relevant technical Departments and Units at HQ, the Regional Office for Europe and Central Asia and DWT/CO-Moscow.
            • Collect information and data which are relevant to the subject matters covered by the project and share them with the relevant technical Department and Units at the HQ.
            • Ensure the development of information databases covering project activities; prepare periodic and ad hoc reports on the implementation status and coordinate with concerned ILO departments and programs.
            • Organize and conduct trainings on labour inspection and OSH for representatives of national tripartite constituents and other relevant stakeholders
            • Undertake other duties as required.

              Education

              Advanced university degree (Masterโ€™s or equivalent) in labour law, labour inspection, public administration, occupational safety and health, social science or other relevant technical field.

              A first-level university degree (Bachelorโ€™s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.

              Experience

              At least seven years of relevant professional experience, including at the international level. Experience in labour inspection and occupational safety and health within a Labour Inspectorate including international experience in this field.

              Languages

              Excellent knowledge of English.

                Conditions of employment

                • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
