Organizational Setting
FAO is a specialized Agency of the United Nations whose mission is to contribute to eradicating hunger and achieving food security for all. FAO provides high quality technical and policy expertise to its member countries, thus assisting them in their efforts to meet their goals for eradicating hunger, reducing poverty and fostering improvements in agricultural and rural livelihoods in a sustainable manner.
FAO Country Offices, working under overall corporate guidance and in line with the Strategic Framework, offer policy advice and support to countries in the mandated areas of FAO, facilitated through partnerships, resources and an active country programme to provide technical assistance, develop capacities and deliver core services while fully observing international standards of accountability to establish leadership and strengthen impact at the country level.
The offices deliver on the programmatic priorities of each country as agreed in their respective Country Programming Frameworks (CPFs) aligned to the UN Sustainable Development Cooperation Framework (UNSDCF) and ensure effective and efficient operations with adequate human and financial resources.
Specially, FAO Country Offices:ย
โข ย ย ย ย advocate, inform and support policies and investments in the areas of FAO's mandate;ย
โข ย ย ย ย provide technical assistance and deliver core services;ย
โข ย ย ย ย assist and catalyse partnership and resource mobilization activities to support agrifood systems transformation;ย
โข ย ย ย ย position FAO as the specialized/authoritative technical agency in food and agriculture and agrifood systems transformation; andย
โข ย ย ย ย ensure risk-smart and accountable operations and management.
FAO Emergency program in Myanmar is working on: i) Rebuilding agriculture-based livelihoods through supply of agricultural, livestock and aquaculture inputs and cash transfer, training on good agriculture practices, climate smart agriculture, nutrition, provision land preparation harvesting equipment, improving animal health services; ii) Rehabilitating productive infrastructure and contribute to conservation through fishpond renovation and construction through cash-for-work and agricultural land rehabilitation; and iii) Improving disaster Risk Reduction, early warning and anticipatory action systems as well as community based disaster risk management.

Reporting Lines
Under the overall supervision of the FAO Representative in Myanmar and the operational management of the Emergency and Rehabilitation Coordinator, in close collaboration with Assistant FAO Representative (Programme), under the technical guidance of the Lead Technical Officer, in close cooperation with relevant technical officer(s) and the team dedicated to emergency projects, the following tasks will be undertaken by the Project Coordinator:
Technical Focus
Expertise and capacity to coordinate, design and implementation of emergency livelihoods interventions. The incumbent will ensure that all Projectโs activities are technically of high quality and are anchored into the local context.
Tasks and responsibilities
โข ย ย ย ย Support the Emergency and Rehabilitation Coordinator in overall management of the projects activities under his responsibility and in the supervision of national staff assigned to the projects;ย
โข ย ย ย ย Preparation and formulation of the Letter of Agreement (LOA) with FAO Local Partners and Service Providers;
โข ย ย ย ย Organize meetings with FAO Local partners to discuss progress LOA implementation as well as potential issues that need to be tackled;
โข ย ย ย ย Coordinate and facilitate the process of identification of villages and beneficiaries and ensure its compliance with standards set by the coordination structures in place at local level, with criteria presented in the project documents, in line with FAO guidelines;
โข ย ย ย ย Monitor project implementation and propose programmatic changes resulting from changes in the context / project environment;
โข ย ย ย ย Identify inconsistencies and delays and, when necessary, propose corrective measures to overcome operational constraints;
โข ย ย ย ย Support the development of technical specifications for project inputs;
โข ย ย ย ย Ensure timely implementation of project activities in line with humanitarian principles and standards and consistent with the Accountability to Affected Populations (AAP) guidelines;
โข ย ย ย ย Provide inputs to the preparation of information materials and visibility items as outlined in the project document and according to FAO guidelines;
โข ย ย ย ย Conduct regular field visit and ensure that monitoring exercise are conducted regularly according to FAO guidelines;
โข ย ย ย ย Support project coordination at the local level with relevant stakeholders, other UN Agencies, Local and International NGOs;
โข ย ย ย ย Promote good relations between relevant stakeholders including Community Based Organizations, local NGOs and other entities;
โข ย ย ย ย Cooperate and coordinate with other FAO projects and promote synergies in project implementation;
โข ย ย ย ย Contribute to the formulation and the implementation of a Monitoring and Evaluation plan to ensure monitoring of activities and achievement of project outputs and objectives;
โข ย ย ย ย Draft project reports (interim, annual and final) and other project documents;
โข ย ย ย ย Guide, train, supervise and monitor Extension Field Assistants posted in projects locations in their regular field activity at every stage of activities implementation including their interaction with local partners and relevant stakeholders;
โข ย ย ย ย Collaborate in project and programme formulation;
โข ย ย ย ย Perform any other relevant works/duties as and when required.

Minimum Requirements
โข ย ย ย ย Advanced university degree in agriculture, livestock, aquaculture, economics, social science or related field;
โข ย ย ย ย Five years of relevant experience in management and coordination of food security, resilience, and rural development programs, or related area;
โข ย ย ย ย Working knowledge of English;
โข ย ย ย ย Myanmar National.

Technical/Functional Skills
