1- Office/Unit/Project Descriptionย 

In 2023, the UNDP and EU have launched, a new partnership through the project: โ€œDisaster Management, Port and Maritime Reform for Economic Recoveryโ€ that aims at reinforcing governance and effective management as well as strengthening safety and security capacities in the maritime sphere. The project engages stakeholders concerned with maritime safety and security including the Lebanese Armed Forces, the Internal Security Forces, the General Security, the National CBRN Commission, and the Maritime Civil Defense in addition to Ministry of Public Works and Transport, Ministry of Agriculture, and the Ministry of Environment.ย  In particular, the project will work on validating the Maritime Strategy and developing its respective implementation plan, revising and updating the mandates of the Joint Maritime Operations Chamber (JMOC) and Joint Search and Rescue Coordination Center (JRCC), enhancing the technical and operational capacities of all involved agencies to increase safety and security measures in the maritime sphere, strengthening maritime safety and security technical skills of the four agencies through exposing them to various capacity building initiatives based on their mandate and role, increasing opportunities for civil society and the private sector to participate in maritime security and risk management in line with accountability best practices, and improving the implementation of the National Chemical, Biological, Radioactive and Nuclear (CBRN) action plan through targeted initiatives.

The DRM project has 4 major outcomes:

National DRR strategy and Response Framework updated and national preparedness to withstand and response to recurrent disasters is improved.ย  Preparedness and Response sectoral capabilities are strengthened.ย  DRM capacities at the sub-national level are strengthened.ย  Proactive support to the institutionalization of the DRM efforts is provided.ย 

The Cross-cutting outputs of the project include:

Monitoring and Evaluation mechanisms and tools are developed and used to measure the efficiency, effectiveness, and impact of DRR and DRM efforts at all levels.ย  A National early warning platform (NEWP) with a unified national management center is physically established and operated with communication and data sharing protocols with concerned stakeholders linked to the alert and response mechanisms.ย  Coherence and cooperation are built with the SDG Unit at the PCM and CCA Unit at the Ministry of Environment to enhance collaboration, build partnerships and joint initiatives.ย  Women engaged in DRR up through capacity building, supporting women to take leadership roles in building resilience and reducing disaster risk at the national and local level, including gender disaggregated DRR related data.

2- Scope of Work

Under the direct supervision of the Project Manager and in close coordination with the DRM team, the Project Coordinator is responsible for the following tasks:

1- Guide and support the Strengthening of DRR Capacities

Support in managing and supervising project implementation, including tracking progress, coordinating stakeholders, ensuring adherence to technical and financial reporting schedules, and flagging any deviations.ย  Assist in contract management, document preparation (progress reports, financial reports, newsletters, press releases, promotional materials), and developing new project proposals. Contribute to enhancing national DRR governance by updating the National DRR Strategy, integrating gender considerations, linking DRR to the Lebanese Crisis Response Plan, and strengthening national and local capacities. Support the establishment of a national platform for early warning and coordination of ongoing responses. Facilitate DRR integration at national and local levels across ministries and Governorates, focusing on essential sectors. Support the development of a national post-disaster recovery framework to enhance resilience, promote safer structures, strengthen social cohesion, create economic opportunities, and reinforce environmental sustainability. Identify training needs, develop and implement DRM capacity-building programs, and ensure alignment with national and international frameworks (Sendai Framework, SDGs, Climate Change Agreement). Provide technical guidance for designing and evaluating DRM programs and maintain a MEL system to track capacity-building activities.

2- Provide Technical Support, Resource Mobilization and Reporting:

Actively engage in the DRM Project in technical working groups, forums, and advisory bodies.ย  Provide technical guidance on emerging trends and best practices.ย  Collaborate with stakeholders to align DRM interventions with national priorities and donor expectations. Support the preparation and review of technical and financial reports (annual, quarterly, project-specific), ensuring compliance with project and donor requirements.ย  Assist in the development of project proposals and resource mobilization efforts. Regularly update project indicators and risks in Quantum. Maintain a robust M&E system for the project by ensuring routine data collection for various project indicators using relevant data collection tools. In coordination with the team, develop, pilot, and roll out data collection tools. In coordination with the Information Management Analyst, contribute to developing digital tools for project progress tracking. Assume any other procurement related activities, when required from the Project Manager

3- Support knowledge building, knowledge sharing and capacity building relevant to the assigned project.ย 

Participate in training and organize briefings on internal procedures for the project staff.ย  Provide support to other capacity building activities, including to the design and delivery of tools, materials for workshops, or platforms that tap into the collective intelligence of communities and mobilize action.ย  Make sound contributions to knowledge networks and communities of practice. Support compiling and systematizing project knowledge, products and tools as well as their wide distribution to partners.ย 

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.ย 

3- Institutional Arrangement

The Project Coordinator will work under the guidance and supervision of the Project Manager

5- Minimum Qualifications of the Successful NPSA Min. Education requirements

Advanced university degree (masterโ€™s degree or equivalent) in Social Sciences, Disaster Management, Business Administration, Political Science or any other related field is required; or A first level University degree (bachelorโ€™s degree or equivalent) in the areas mentioned above, with additional 2 years of relevant experience will be given due consideration in lieu of masterโ€™s degree. Min. years of relevant work experienceย  Applicants with a masterโ€™s degree (or equivalent) in a relevant field of study are not required to have professional work experience.ย  Applicants with a bachelorโ€™s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experiencein project management including execution and monitoring of results. Required skillsย  ย  Desired skills in addition to the competencies covered in the Competencies section Experience in supporting the public sector Previous experience with the United Nationsย  Experience in M&E Professional experience in managing internationally funded projects involving different stakeholders and partners Required Language(s)ย
