Duties and ResponsibilitiesHomebased Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEPโ€™s Disasters and Conflicts Branch, under the Ecosystems Division, works to reduce the environmental causes and consequences of disasters and conflicts and promotes environmental security and resilience to reduce disaster and conflict risks. UNEP supports countries in strengthening legal, policy and institutional frameworks and builds capacity to address environmental dimensions of crises and fragile situations. The Government of Norway's Energy for Development Knowledge Programme and UNEP have established collaboration to strengthen environmental governance and reduce climate and disaster risks in the context of the energy transition and promotion of renewable energy development, in EfD partners countries which include Mozambique, Malawi, Nepal, Uganda, Tanzania and Nigeria. Based on this collaboration, UNEP is initiating partnerships to support development of training courses and scaled up dissemination of trainings in partner countries and beyond, related to environmental mainstreaming and due diligence in the context of renewable energy development. Under this new collaboration, UNEP will strengthen environmental governance and management capacities in highly vulnerable country contexts, to provide the enabling conditions for a sustainable and climate- and disaster-resilient energy transition towards cleaner energy and renewables. With a focus on fragile and developing countries, mostly in Africa, which are directly supported by Norwayโ€™s EfD Programme, this Project works to strengthen environmental governance in the renewable energy sector and promote sustainability and climate resilience. It will provide environmental technical advisory and capacity development support towards enhancing environmental legal and policy frameworks, assessing potential environmental and social impacts, and managing climate and disaster risks associated with the energy transition and renewable energy. Project components include environmental legal and policy reviews, institutional capacity needs assessments, development and delivery of trainings, and targeted technical assistance. The Project targets government institutions, including planners and regulators, to enhance environmental due diligence, reduce ecosystem degradation and strengthen environmental resilience. An international consultant with partnership management and multi-stakeholder facilitation experience is required to support project implementation in EfD partner countries under the UNEP-Norway EfD collaboration, specifically related to capacity building and training course development and dissemination. Work Assignments & Outputs - 1. Partnership development on the Foundation Course for Strengthening Social, Environmental and Governance Considerations in Renewable Energy, course coordination and delivery 2. Support delivery of the Foundation Course in at least one country (Malawi) in Q1 2026 3. Partnership development with national academic and/or training institutions to support scaling up of trainings and training delivery in EfD partner countries and beyond 4. Concept note for hosting UNEPโ€™s global training library under the EfD collaboration developed, including proposed collaborations with external partners for hosting sites to further disseminate knowledge materials to the wider public Qualifications/special skillsEnglish and French are the working languages of the United Nations Secretariat.
