Under the overall guidance of the Head of Programmes and the direct supervision of the Immigration and Border Governance Programme Manager, the Project Associate will support the effective implementation of activities related to migration policies, strategies, and legislative frameworks for improved immigration and border governance in Lebanon. This includes initiatives related to visa and admission processes, legal identity, migrant regularization, border governance, data management, and readmission.ย
- Assist in the implementation and monitoring of project activities.ย
- Retrieve, compile, summarize, analyse, and present information/data on specific project topics.
- Monitor budget; verify availability of funds; obtain necessary approval and update budget related information.ย
- Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
- Draft status reports, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions.
- Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation.ย
- Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions;ย
- Organize and participate in meetings and conferences; assist in coordinating implementation activities withย local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.ย
- Assist in monitoring work of implementing partners and report non-compliances to the supervisor.
- Provides guidance/training to new/junior staff.ย
- Perform other related duties as assigned.
ย
Education- School diploma with five years of relevant experience; or,
- Bachelorโs degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with three years of relevant professional experience.ย Accredited Universities are those listed in the UNESCO World Higher Education Database. ย Experience
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
- Experience in organizing consultations, workshops and seminars with high level stakeholders;
- Experience in supporting the development of high-level documents, such as national policies, strategies and action plans;
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage;
- Experience in migration-related research is an advantage. ย Skills
- In-depth knowledge of the broad range of migration-related subject areas dealt with by IOM.
- Knowledge of governmental institutions, national policies and legal frameworks related to migration management in Lebanon.
- Knowledge of migration data and migration patterns in Lebanon and the MENA region;ย
- Ability to establish and maintain working relations and negotiate with relevant Government counterparts, civil society organizations and other relevant stakeholders;
- Strong writing in skills in both English and Arabic.
Languages
For this position, fluency in Arabic and English is required (oral and written).
Working knowledge of French is an advantage.ย IOMโs official languages are English, French and Spanish.
