The  coronavirus  disease  (COVID19)  was  officially  declared  as  a  global  pandemic  by  the  World  Health  Organization (WHO) on 11 March 2020 as it affected more than 110 countries and territories. Its rapid spread is causing negative impacts on health systems and economies around the world. As of 28 April 2020, there have been 7,958   confirmed cases of COVID19 positive individuals in the Philippines nationwide.

 

In the Philippines, the entire island of Luzon was placed under ‘enhanced community quarantine’ from 16 March 2020 until 15 May 2020 to curb its spread. The pandemic was considered as a “new” problem that not everyone was able to prepare for. Government agencies as well as private sector actors have encountered challenges in developing programs and initiatives that will be able to cater to the needs of the people. Meanwhile, the COVID19 has already shown its socio-economic impacts as the weeks under ECQ progressed, with the lockdown restricting movement, productivity, and trade. The vulnerable and marginalized sectors have suffered the most, as without a daily income for subsistence, must now rely on the social amelioration package prepared by government.

 

While the government has taken a hard-lined stance to instill law and order, its policy decisions and response strategies will need to be supported with evidence, if they are to be accurate and effective. There is already a need to prepare for the recovery phase, which must balance the need to restart economic activity with the need to contain the rate of infection. The issue, however, is the fact that critical sources of data are still fragmented across technical solutions, databases, public and private organizations. There is no central platform that is able to capture the critical sources of data to give a holistic picture of the situation - taking into account not just health but also socioeconomic considerations

- for the IATF and local governments.

 

With  this,  the  UNDP  Philippines  aims  to  establish  a  Command  Centre  platform  for  the  COVID  response,  through convening of a COVID-19 Pintig Lab similar to the Pulse Lab in Jakarta, that will provide real time data driven policy recommendations to national and local governments. Specifically, the Pintig Lab will provide a data warehouse that will  combine  data  sources  from  multiple  systems,  process  available  data,  and  conduct  advanced  qualitative  and quantitative analysis to provide real time information and a comprehensive set of policy recommendations to decision- makers.

 

The initial phase of the COVID 19 Pintig Lab project is set to commence this year to kickstart its preparatory activities and set its foundations. In this regard, UNDP is looking for an Project Assistant for COVID19 Pintig Lab that promotes a collaborative, client-oriented approach consistent with UNDP rules and regulations.

 

Summary of Key functions

  • Ensuring strategic direction of Administrative matters of the Office
  • Provides support for effective administrative and financial control in the project
  • Supporting knowledge building and knowledge sharing with both project staff

 

Ensures  strategic  direction  of  project  operations  and  administration  focusing  on achievement  of  the following results:

  • Provides effective administrative support to the implementation of the COVID 19 Pintig Lab Project.
  • Ensure maintenance of the project records and filing systems ensuring safekeeping of confidential materials.
  • Ensure provision of logistical services such as arrangement of meetings workshops and other Project-related events, as well as day-to-day transportation and mission travel requirements; and
  • Undertake any additional tasks as assigned by the direct supervisor.
  • Ensure the provision of timely and quality administrative and logistical support to project activities

Provides support for effective financial control in the project, focusing on achievement of the following results:

  • Analyzes and interpret the financial rules and regulations of both government and UNDP, and assist in providing solutions to issues related to finance, logistics and day-to-day office administrative activities, while, promoting a collaborative, client-focused, quality and results-oriented service, including:
  • Maintenance of the internal expenditures control system including budget checks and timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
  • Process documents for cash advance, liquidation, reimbursements in a timely manner, for submission to and approval of the Project Manager, UNDP I&P Team Leader, and UNDP Finance Officer;
  • Preparation of non-PO vouchers for the project and payrolls for salaries and other benefits due to project staff;
  • Creation of requisitions in Atlas for development projects, register of goods receipt in Atlas;
  • Coordination with the UNDP Procurement Team in the procurement of supplies including requisition, request for quotation, costing for services, machinery, necessities, and any required materials for the project;
  • Certify expenditures for approval of payments and monitor/control budget expenditures and approved allotments.
  • Coordinates and acts as focal point for issues relating to finance and administration.

Ensures facilitation of knowledge building and knowledge sharing focusing on achievement of the following results:

  • Organization/conduct of training for the projects staff on financial management
  • Synthesis of lessons learnt and best practices in Finance and administration.
  • Sound contributions to knowledge networks and communities of practice.
  • Provide accurate, prompt and appropriate information and reports to the supervisor on administrative and matters of project.

Education:

  • Bachelor’s Degree in business, public administration, economics, social sciences, or related filed, preferably with specialization in finance, accounting, resource management, project management, etc.

Experience:

  • Minimum of three (3) years of relevant work experience. Previous working experience with an International agency or government is an asset.
  • Proficiency in Microsoft Office applications is required and in other applications of programming, statistical analysis, design, and/or project management is desirable.

Language Requirements:

  • Proficiency in spoken and written English and Filipino and the local language
  • Proficiency in spoken and written of local dialect (Bisaya) is preferred.
