With its 173 member States and offices in more than 100 countries, IOM is dedicated to promoting humane and orderly migration for the benefit of all. IOM actively participates in the inter-agency coordinated humanitarian and resilience responses to the diverse impacts of the Syria crisis. Now in its tenth year, the armed conflict in Syria has resulted in humanitarian and development consequences well beyond Syrian borders. Over 5.5 million Syrians have taken refuge in neighbouring countries, including Lebanon, Jordan, Turkey, Iraq and Egypt. As of 30 June 2021, 668,332 Syrian refugees are registered with UNHCR in Jordan โ 81% of which live outside camps. Jordan also hosts 88,397 refugees from other countries than Syria, including Iraq, Yemen, Sudan and Somalia.
In Jordan, the protracted nature of the Syria crisis has taken a toll on refugees and host communities alike, depleting personal savings and assets, straining local service provision and exacerbating vulnerabilities.ย
Under the overall supervision of the Chief of Mission and the direct supervision of Programme manager, the incumbent will be responsible for supporting the overall programme implementation for the refugee response related deliverables as outlined in the following sections
- Help in maintaining the design, delivery, development and strengthening of cash-based interventions to assist vulnerable groups in Jordan by helping in improving the systems and processes of monthly cash disbursement. Support the financial and operational arrangements based on existing inter-agency guidance and standards and liaise with all relevant units to ensure a coordinated implementation of CBIs.

- Help in design the maintenance of MPCA master lists and all financial records of cash assistance.
- Prepare financial paperwork for the monthly cash disbursements and follow up with internal units and external partners.
- Follow-up with helpline operators on the monthly withdrawal process.
- Supervise the data collection team for the monthly cash notification and post distribution monitoring activities.
- Oversee and support the monthly account reconciliation including (MIGO and accounts refund).
- Support the design and maintenance of the CBI database and update the sheet in Power Bi platform.

- Identify CBI caseload through verification exercises, maintain the data collection and cash assistance determination and assistance packages calculation in line with inter agency assessments and assist in the monthly monitoring of the implementation of the cash assistance programme including the delivery of all assistance, and monitoring the assistance withdrawal process.
- Assist in the design and maintenance of the MPCA caseload verification sheets and questionnaires and create them in KOBO.

- Support the establishment of standardized data management, data sharing and data protection arrangements and contribute to the development and maintenance of data collection tools, methods, and standard operating procedures to facilitate CBIs operations, and provide technical feedback on CBI / IM activities to the supervisors.
- Support in establishing agreements with implementing partners and financial service providers, in collaboration with relevant units.
- Receive queries from colleagues and partners related to the cash assistance delivery and provide feedback and follow-up, as necessary.
- Assist in information processing and analysis, including analyzing and recommending improvements to the main data flow processes relevant to effective collection, storage, analysis, and reporting of data and facilitate information sharing for donor and partner reports.
- Collaborate closely with IOM programme units and humanitarian partners to optimize the utility and impact of assessment findings and to facilitate the integration and cross-cutting issues.
- Participate in the development of ad-hoc database systems as necessary and provide recommendations to further improve the design of existing and new database systems and user interfaces.
- Ensure an inter-agency coordination for CBIs activities with relevant cash related working groups (Basic Needs and Common Cash Facility working groups) and help create linkages with sector plans and programmes and provide technical support where applicable.

- Previous working experience on cash-based intervention is required, including design and implementation, financial skills and tracking.
- Previous working experience in Information and data management is required.
- Experience of working in humanitarian field and liaison with UN partners, specifically with refugee response assistance.
- Demonstrated skills in reports and data analysis and visualization.
- Understanding of gender consideration.
- Proficient in Microsoft office (Excel, Word, Publisher and PowerPoint). Skills
