Over 60% of South Sudanโs population are women. They provide about 70% of farm labor in the country where agriculture and Argo-pastoralism are the most common economic activities and sources of livelihood.ย While this demonstrates the significant contribution of women to the local economy in general, South Sudanโs highly patriarchal society perpetuate gender disparities across most sectors of the society hindering women from fully participating in socioeconomic activities.
Affected by the prolonging conflicts, the country has a high prevalence of sexual and gender-based violence (SGBV). Sixty-five per cent of women and girls experience physical and/or sexual violence in their lifetime โ yet SGBV reporting remains very low. There are also persisting child marriages -52 per cent of girls were married or in union before they were 18 years of age and 9 per cent were married when they were under 15 years of age and early pregnancies. This is exacerbated by not just the patriarchal society but also of limited access to basic services, legal support, and protection.ย
In as much as illiteracy and poverty can exacerbate propensity to being a victim to abuse and disempowerment, increased access to protection and socioeconomic empowerment can reinforce the prevention of sexual and gender-based violence.ย In this regard, UNDP in collaboration with the Japan International Cooperation Agency (JICA) and support from the Japanese government is undertaking the Project for the Improvement of Community Centers for Responding to Gender-based Violence (CC4GBV) which provides comprehensive protection services access - economic, legal, and basic services. It takes off from JICAโs technical cooperation project, โAdvisor to promote economic empowerment and social reintegration of SGBV survivorsโ with the Ministry of Gender, Child and Social Welfare in 2021.ย
The CC4GBV Project will construct/rehabilitate 9 integrated livelihood and socioeconomic infrastructure (community and livelihood centers); support 700 women-led businesses with business development support and soft skills on leadership, conflict management and SGBV prevention; and provide legal aid, information and protection services to 1,400 women entrepreneurs. The Project will be implemented in Central Equatoria (Konyokonyo, Jebel, Gudele), Central Equatoria (Konyokonyo, Jebel, Gudele, Terekeka), Eastern Equatoria (Torit, Magwi), and Western Equatoria (Yambio, Masia, Mundri). In this regard, UNDP is seeking to engage a Project Analyst to coordinate and support the implementation the CC4GBV.ย
ย Duties and Responsibilities
The Project Analyst shall perform the following:
Technical Guidanceย
Under the guidance of the Programme Coordinator, lead overall project implementation; Ensure coherence and sustainability of the different Project components considering the appropriateness of the integrated livelihood and socioeconomic infrastructure with the nature and delivery modality of complementary interventions including business development support and soft skills training on leadership, conflict management and SGBV prevention for women-led businesses, and legal aid, information, and protection services to women entrepreneurs; Provide technical support and leadership to service providers and partners.ยCoordination and Management
Coordinate the implementation of project activities and partners ensuring the achievement of milestones as per the work plan and in the quality expected; Foster and strengthen cooperation and coordination between the project's diverse stakeholders and beneficiaries to ensure successful project implementation; Monitor risks and undertake mitigation measures to reduce exposure and impact of risks on the project.Monitoring and Knowledge Management
Ensure accurate records of project outputs and impacts as well as regularly report on progress, best practices, lessons learned, success stories and field observations; Undertake regular monitoring activities, keep track of achievements and lessons learned, provide regular updates/reports of project achievements, and produce human interest stories; Prepare (substantive and financial) donor reports.The following are the minimum deliverables of the Project Analyst:
Establishment of operational integrated livelihood and socioeconomic centers that have integrated services including business development services, economic activities and SGBV support desks; Delivery of business development support services and soft skills training on leadership, conflict management and SGBV prevention for women led entrepreneurs; Provision of legal aid, information and protections services in the livelihood and socioeconomic centers; Capacity building of law enforcement officers on SGBV prevention, response, and case handling.Institutional Arrangement
As part of the StaRR Unit, the Project Analyst will be under the direct supervision of the Programme Coordinator, with matrix reporting to the Chief Programme Adviser and the Team Leader. S/he will be part of the Youth and Women Employment and Empowerment Portfolio and will work in close collaboration with STARR unit, particularly portfolio personnel, country office program colleagues and partners.

Ability to provide managers and key stakeholders with regular feedback on the consistency or discrepancy between planned and actual activities, program performance and results. ย Required Skills and Experienceย Education: Advanced University Degree (Masterโs degree or equivalent) in management, Gender, Development Studies, Law, Social Sciences, or other relevant disciplines orย A first level university degree (Bachelor's degree) in the above fields in combination with two additional years of qualifying experience will be given due consideration in lieu of the advanced university degree. Experience: Applicants with Masterโs degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelorโs degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in GBV prevention, protection, livelihood and entrepreneurial skills development; VSLA and cooperative development; and community engagement.
Required Skills:
Excellent skills/experience in multi-sectoral programming.Desired Skills:
Experience in recovery and resilience programming in fragile contexts; Extensive experience on livelihoods in fragile context; Broad understanding of SGBV and protection dynamics in South Sudan.Required Language(s):
