Mission and objectivesUNDP believes that the people of Indonesia should have ownership over the programmes and projects we support. All UNDP programmes therefore actively promote the spirit of mutual respect, support and accountability and subscribe to the principle of national ownership as enshrined in the Jakarta Commitment โ a declaration put forward by the government and its development partners in 2009 to strengthen aid effectiveness in Indonesia. In the true spirit of national ownership, all of UNDPโs assistance in Indonesia is implemented by national entities, including line ministries and the Ministry of National Planning and Development, and at the subnational level by line departments, provincial and district authorities as well as community groups. While each programme supported by UNDP has specific and varied objectives, capacity development is one aim that all UNDP programmes โ in Indonesia and worldwide โ have in common. This takes on many forms including institutional reform, leadership development, education, and training for members of the public such as journalists, and womenโs communities. In line with this logic, UNDP advisers work side by side with Indonesian counterparts to strengthen capacities in technical matters, policy formulation and budget planning, amongst others.
ContextUNDP Indonesia and the Ministry of Health have been working together in a long-term partnership on health governance that is aimed at narrowing health development gaps and meeting the SDGs commitments. This partnership has been expanded with the implementation of activities under the 2020-2025 Health Governance Initiative (HEART). HEART Programmes focus on the support to strengthen Indonesia's health system capacity through policy advocacy, evidence-based generation intervention, technical assistance, and partnerships by adoptions of information technology advancement with a total program budget of approximately USD 70 million. The HEART Programme will have two outputs: (i) By 2025, strengthened national policy and institutional environment that is governing access to affordable medicines through evidence based and multisector collaborations. (ii) By 2025, the performance of national programmes is improved and positively impacts the coverage and the sustainability of service delivery and the health system better integrate environmental concerns in waste management practices to mitigate or limit its impact on environment(s) and prevent and reduce diseases related to climate change. One of HEART Programme effort is to be involved in supporting the ILI SARI (Influenza Like Illness Severe Acute Respiratory Infections) surveillance. The ILI SARI is an initiative that aims to identify illnesses as the earliest as possible to allow minimum treatment costs and impact nationwide. The National Influenza Centre (NIC) in coordination with Health Surveillance Quarantine Laboratory is the primary partner in the initiative which supervises laboratories around the country.
Task DescriptionThis UNV assignment is part of the Health Governance Initiative (HEART) Programme for ILISARI specifically for BB Biokes Laboratory. This Project Advisor position will provide advisory and technical support to the National Influenza Centre (NIC) in preparing ISO accreditation and managing the internal quality management of the laboratory activities. Under the supervision of the Advisor for Health Governance Initiative Cluster, the UN Volunteer will undertake the following tasks: 1. Provision of high-quality advisory to support the implementation of National Influenza Centre laboratory activities on accreditation and quality management. โข Lead the preparation of ISO 17043 accreditation documents, ensure the documentation and development of required documents to support ISO 17043 accreditation. โข Lead verification of documents to ensure that all documents being submitted are in line with ISO 17043 accreditation regulations. โข Ensure impartiality and confidentiality of documents in accordance with ISO 17043. โข Involve and provide technical advice on the design and development of proficiency testing schemes, ensure they are appropriate for the intended purpose and meet the requirements of ISO 17043. โข Ensure that proficiency testing activities and documentation have been evaluated through internal audits in accordance with ISO 19011. โข Provide technical assistance related to internal audits and documentation to verify the compliance with ISO 17043 standards. โข Provide advisory support and guidance through effective communication and collaboration with participating laboratories, including effective coordination with the accreditation body. โข Technical support on the review and revision of accreditation documents to maintain high-quality documentation for ISO 17043 accreditation. โข Confirms structural requirements including legality, organizational and management structure, responsibility and authority, conduct of proficiency tests and communication effectiveness in conformity with ISO 17043 requirements. 2. Ensure quality management exercise and improve the implementation of activities from the quality management side. โข Monitor the resource requirements related to personnel competence, facilities and environmental conditions, proficiency test panels, as well as external providers of products and services in comply with the ISO 17043 requirements. โข Guide the process of control and evaluation on proficiency tests that have been conducted in accordance with ISO 17043 documentation. โข Provide advisory for management review to support the implementation and maintenance of internal quality management system for ISO 17043 accreditation. โข Ensure the monitoring of quality management system documents including records, risk control measures and corrective actions can be carried out properly in accordance with ISO 17043 implementation guidance. โข Provide technical advisory to the development of policies and procedures related to proficiency testing and quality management, ensure fully integrate quality management aspect in all activity implementation. โข Provide support in improving the National Influenza Centreโs capacity to maintain quality management and prepare ISO accreditation including assisting in intensive coaching on document development and recording, ensuring it is carried out as a process of obtaining ISO 17043 accreditation. 3. Provision of technical support on analysis and reporting related to National Influenza Centre activities. โข Provide technical analysis on PT data using statistical tools (including calculating performance scores and identifying outliers), as well as prepare necessary analysis reports needed in compliance with ISO 13528. โข Provide analysis, summaries, and presented basic information/data on specific activities and/or related topics/issues as required. 4. Living conditions and remarksThe position will be based in Jakarta, home to the UNDP Country Office. The cost of living is considered moderate. Basic living needs such as staple foods and household supplies, accommodation, banking facilities, medical facilities, and telecommunications/internet services are readily available. Jakarta offers various housing options. The city is known for heavy traffic congestion, but the Mass Rapid Transit (MRT), Light Rail Transit (LRT), and TransJakarta buses, along with ride-hailing services, provide effective travel solutions. Most areas are generally safe, but standard precautions against petty crime are recommended. Specifically, the UN Volunteer will be day-to-day working in the Ministry of Health Office which is accessible through many transportation choices. Work is performed in the normal working environment.
