The OECD Environment Directorate (ENV), in line with the strategic objectives of the Secretary-General, provides relevant and timely information, analysis and advice to support governments in identifying and implementing the environmental policies needed to support a cleaner, more resource-efficient and low carbon green growth path. The Directorate currently comprises approximately 220 staff members (economists, statisticians, scientists, engineers, administrative staff, consultants and trainees) working across a broad range of environmental issues such as: green growth, climate change, biodiversity, water, ecoinnovation, circular economy, resource productivity and waste, environmental policy tools and evaluation, safety of chemicals, biotechnology and nanomaterials, and linkages between environment and tax, agriculture, transport, development assistance, trade and investment policies. The Environment and Economy Integration (EEI) Division of ENV currently undertakes policy-orientated research in a number of areas at the interface between the environment and the economy, including Environmental Outlooks, environment-economy modelling, environmental policy design and evaluation, circular economy and plastics, trade and environment, and cost-benefit analysis.

ENV/EEI is looking for an Advisor to support the Head of Division in the implementation of the divisionโ€™s Programme of work and undertake analytical work in EEI related areas.

Job Description

Main Responsibilities

Policy analysis, briefing, speechwriting and co-ordination

Undertake time-sensitive cross-cutting and flagship projects to advance high priority areas of EEIโ€™s work under the supervision of the Head of Division.Prepare comprehensive briefing notes, talking points, background material and articles for the Head of Division.Compile and organise background material for missions for the Head of Division including briefs, notes, presentations and other relevant material.Contribute to the supervision of interns and other junior staff, under the guidance of the Head of the Division.Pro-actively monitor and track deliverables of the counsellor team and follow-up with others in the team and with senior management as required to ensure these are met.Carry out other related duties as required

Drafting and analytical support

Lead the coordination and timely responses to requests from ENV Directorโ€™s Office, producing high quality written inputs (in the form of briefings, memoranda and reports). Supervise junior members of the team working on this material to ensure consistency and high quality inputs.Draft and edit briefs, reports and notes elaborated by colleagues from different Units and Divisions, ensuring the accuracy, quality, coherence and completeness of this work.Working with the Head of Division, draft documents, PowerPoints and other inputs to corporate and directorate processes, including the OECD Council, the Executive and External Relations Committees, and inter-directorate task forces

Liaison and communication

Contribute to initiatives to promote EEIโ€™s work, including preparation of high quality material to promote major outputs and messages at key internal and external events (e.g. Ministerial meetings, external conferences).Contribute to efforts to ensure that the messages and perspectives of the EEIโ€™s work are reflected in wider areas of OECD work and are clearly communicated.Under the guidance of the Head of Division, liaise with the various teams within EEI, the Directorโ€™s office, other divisions and other Directorates.

Three to seven yearsโ€™ experience in environmental policy and a sound understanding of the economy-environment linkages.Good knowledge of the substantive areas of work of the EEI Division.Good understanding of internal OECD procedures and bodies (e.g. EPOC, OECD Council, Executive Committee), and international organisationsโ€™ engagement with OECD.Experience at transforming complex data into narratives that are engaging and understandable to a wide audience.Proficient in outreach and dissemination strategies, capable of developing comprehensive communication strategies, engaging with diverse stakeholder to communicate effectively.Demonstrated capacity to work effectively in a small, fast-paced team within a multicultural environment and to ensure a high level of organisational rigour in tracking workflows.Proven experience in drafting speeches and developing concise and pertinent analyses of environmental policies and practices.
