Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through its Strategic Framework, which support the transformation toward more efficient, inclusive, resilient, and sustainable agrifood systems. This transformation aims to achieve better production, better nutrition, a better environment, and a better life, ensuring that no one is left behind.ย 
FAOโ€™s assistance in Lebanon is guided by the 2023 โ€“ 2026 FAO Country Programming Framework (CPF), a planning and programming tool that translates the FAO Strategic Framework into actionable steps at the country level. Developed in partnership with the Lebanese government, the CPF aligns with Lebanon's priorities in planning, implementation, and reporting related to the 2030 Agenda.ย 
FAO Country Offices, working under overall corporate guidance and in line with the Strategic Framework, offer policy advice and support to countries in the mandated areas of FAO, facilitated through partnerships, resources and an active country programme to provide technical assistance, develop capacities and deliver core services while fully observing international standards of accountability to establish leadership and strengthen impact at the country ย level.ย

FAO has been working in Lebanon since 1977. FAO Lebanon project portfolio has been growing in response to the different crises. Projects mainly target farmers, fishers, and their organisations with the aim of building their resilience and capacity to access potential markets, while undertaking sustainable management of resources.

The Food and Agriculture Organization of the United Nations (FAO) in Lebanon is supporting national efforts to enhance sustainable agricultural development, improve food security, and strengthen the resilience of rural livelihoods. The National Plant Protection/Plant Production Specialist will contribute to the implementation of projects aimed at increasing agricultural productivity, promoting environmentally friendly practices, and mitigating plant health risks.ย 


Reporting Lines

Under the overall supervision of the FAO Representative and direct supervision of the Resilience and Liaison Officer, in collaboration and working closely with the Operations Team, the project managers of programmes.ย 


Technical Focus

Resource Mobilization, Donor Relations, partnership, capacity development and programming support of the country office programme. The specialist will support the implementation and the follow-up of the work programme of the Strategic Partnership and Resource Mobilization.ย 


Tasks and responsibilities

โ€ข ย  ย Support the design, coordination and implementation of quality emergency, resilience and development strategies, programmes and projects, based on latest corporate guidance and frameworks, including the preparation and presentation of project proposals and fully-fledged project documents. ย 
โ€ข ย  ย Identify and use the best available evidence for informing quality programme design including technical, food and nutrition security assessments, risk analyses and early warning information, livelihood analysis, policy related and/or funding/project-related data and information.ย 
โ€ข ย  ย Identify funding opportunities and develop high-quality project proposals, concept notes.
โ€ข ย  ย Participate in regular programme and projects monitoring meetings. Identify and recommend synergies and complementarities between related interventions to enhance the overall impact of the programme. ย Collaborate with project teams to review progress and final reports, ensuring they meet the requirements of resource partners before submission.
โ€ข ย  ย Translate FAO-wide programme policy into country level practices, programme guidance and implementation modalities and operations, in relation to FAOโ€™s contribution and positioning along the Humanitarian Development Peace Nexus, to ensure a clear and strong connection between HQ and field operations, in line with both organizational strategy and the practical realities of operating in the field.
โ€ข ย  ย Support in engaging with key traditional and non-traditional partners, including civil society, private sector, development partners, and other actors.ย 
โ€ข ย  ย Regularly liaise with partners to facilitate content development, information exchange, and collaborative communication efforts.ย 
โ€ข ย  ย Ensure FAOโ€™s active participation in all relevant coordination mechanisms, humanitarian and development, including the Food Security & Agriculture Cluster, the Agriculture Working Group, the Prosperity, Planet and People Results Groups, and the Sector Coordination Group on Agriculture.

Minimum Requirements ย  ย 

โ€ข ย  ย University degree in international cooperation, social sciences, sustainable development, or a related discipline
โ€ข ย  ย Minimum 5 years of relevant experience in partnership management, resource mobilization, programme development or working with CSOs, NGOs, or international organizations.
โ€ข ย  ย Working knowledge (full proficiency โ€“ level C) of English. ย  ย  ย
