    The Programme Policy Officer under direct supervision of the Head of Programme will be responsible for managing the day-to-day implementation of the ISO (The World Bankโ€™s Inclusive Services and Opportunities the Rohingya and Host Communities) project. H/she will lead the design and execution of Environmental and Social Safeguards (ESS) activities in Coxโ€™s Bazar and work in collaboration with Programme and RAM (Research, Assessment and Monitoring). Key tasks include providing technical support, conducting trainings, developing training materials, ensuring compliance with corporate reporting, and supporting the integration of strategic ESS assessments into country strategic plans.

    The incumbent will also coordinate with partners and donors on ISO and ESSF (Environmental and Social Sustainability Framework) related matters, conduct regular field visits, support WFPโ€™s capacity strengthening efforts for the government, and foster effective collaboration across functional units and stakeholders operating in Coxโ€™s Bazar.

    KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

    1. Manage and guide the implementation of the WFP ISO project

    2. Be the primary point of contact of WFP Coxโ€™s Bazar for team leads implementing the WB ISO project.

    3. Translate Corporate WFP programme policies on ESS into Country/Area Office level practices.

    4. Provide technical advice and support to programme teams in the area office and ensure that the project operations are consistent and compliant with WFP policies.

    5. Support the development of a long-term vision and strategic approach for WFPโ€™s engagement with World Bank in Bangladesh under the Country Strategic Plan.

    6. With support from RAM unit, conduct assessment and analysis on activities, transfer modalities, the deployment and testing of innovative strategies to support government efforts to implement the ISO and other WB (World Bank) projects.

    7. Establish and maintain operational partnerships, as well as identify opportunities for collaborative approaches and initiatives.

    8. Enhance WFPโ€™s leadership status in various forums through direct participation in briefings, information products and other materials on all WB related projects.

    9. Work closely with other UN agencies, donors and government to support the implementation of WB projects.

    10. Collect evidence and lessons on emerging issues on project implementation and around the WB areas of interest 1.e. social protection and safety nets and environmental protection.

    11. Establish and maintain strategic and operational partnerships for diversified engagement and complementary and collaborative approaches and initiatives.

    12. Prepare and share timely reports in accordance to the project requirements, publications and a variety of information products for internal or external use in collaboration with the relevant units.

    13. Capacity building and training: Promote awareness of WFP's potential environmental and social impacts and of the safeguardโ€™s framework as a tool for systematically managing those impacts; train area office staff and partners on the application of, and compliance with the Environmental and Social Safeguards requirements

    14. Contribute to resource mobilization efforts, follow up and monitor available resources for the ISO and subsequent WB projects.

    EDUCATION AND QUALIFICATION:

    Education: Completion of Advanced University Degree (Masterโ€™s or equivalent) is required. Education in Environmental Studies, Environmental Management & Engineering, Agriculture, Social Science, International Studies, Human Rights or any other relevant field is preferable.

    Experience: Minimum 6 years of relevant professional experience in handling Complex Programmes related to Social Protection and Safety Nets, preferably within the UN/INGO sector experience in developing and delivering trainings.

    Language: Fluency (Level C) in spoken and written in English language.

    DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

    • In-depth understanding of social protection and safety nets and how they link with food security and humanitarian operations (including previous experience on managing multi-year WB projects).

      SUPERVISION

      The incumbent will be under the direct supervision of the Head of Programme Coxโ€™s Bazar Area office and the overall supervision of Coxโ€™s Bazar Head of Area office. Similarly, the Consultant will engage with the relevant CO (Country Office) units, APARO and HQ (Head Quarter) experts who provide technical guidance and maintains global quality control on management of WB reporting and provisions. The ISO project manager consultant will coordinate her/his work with other advisors/specialists, in particular Programme Advisors.
