UNOPS HoA MCO is recruiting for this position: Program Management-Senior Assistant based in Addis Ababa, Ethiopia.

Established in 2009, the Horn of Africa Multi-country Office (HAMCO) currently operates an established Operations Centre in Addis Ababa, overseeing a portfolio of engagements across four countries in the Horn of Africa: Ethiopia, Djibouti, Sudan, and South Sudan. HAMCO focuses on providing services in Infrastructure, Procurement, Project Management, HR and Transactional Services, and Fund Management, across sectors such as Health, Education, Agriculture, and Resilient Infrastructure, among others.

Our goal is to support countries in need, assist communities, and empower our partners by delivering on our mandate in infrastructure, procurement, and project management throughout the Horn of Africa.

The purpose of this assignment is to support the Infra Team in the delivery of projects’ work packages, ensuring a timely implementation of the activities as per the quality standards.

Functional Responsibilities
The Program Management - Senior Assistant will report to the Senior Project Manager and will be responsible for the following duties:

● To assist in timely delivery of the work packages

● To assist in conducting site assessments at the project locations, whenever needed

● To assist in carrying out quality control checks for the projects under implementation

● To support the PMs during the project implementation, if needed

● To assist in ensuring the project documents are prepared to meet the quality standard requirements

● To assist in following up on project progress versus planned schedule and raise any deviation with PMs and site supervisors

● To prepare project related documentations such as periodic progress reports, site monitoring reports, stakeholder meeting minutes, in addition to the client hand-over documents and contracts close-out reports, whenever required

● To prepare, review and compile the tender documents related to the Infrastructure projects and to support the Procurement Unit with floating the prepared tenders

● To review contractor's Interim and final payments certificates and to follow up on the payments processing with other Business Units

● To prepare and provide regular updates on the work progress to the Head of Infra and to the HAMCO Director

● To Support the Infra Team during the implementation of Quantity Assurance/Quality Control standards for the related Infra projects

● To contribute to the dissemination/sharing of best practices and lessons learned for knowledge development and capacity building

● To contribute with compiling tables, data and relevant documents to be submitted to the PM for project’s risk assessment in order to put in place the respective mitigation measures.

● To support the Project teams during the Defects Notification Period and to support with the preparation of the final completion certificates

● To carry out any other duty deemed necessary by the supervisor

Education/Experience/Language requirements

Education

A minimum of secondary school completion is required.

A First University Degree, preferably in Engineering, Architecture, Project Management, or a related field, is desirable. This degree may substitute for some of the required experience.

Experience

A High School Diploma combined with at least five (5) years of relevant experience, OR a Bachelor's Degree with at least one (1) year of relevant experience in program management support or a related field, is required.

Experience in supporting complex infrastructure projects is a plus.

Strong computer skills, including advanced proficiency with Google Suite, are considered an asset.

Language

Fluency in both spoken and written English is required.

Knowledge of additional UN languages is a plus.

For retainer contracts, you must complete a few mandatory courses ( they take around 4 hours to complete) in your own time, before providing services to UNOPS.
