Org. Setting and ReportingThis position is located in the Community Liaison Office of the United Nations Interim Security Force in Abyei (UNISFA), duty station Abyei. The incumbent will report directly to the Chief, Community Liaison Office or their designate. ResponsibilitiesWithin delegated authority, the Programme Management Officer will be responsible for the following duties: • Participates in the development, planning, implementation and evaluation of assigned programme/projects and programmatic activities, etc.; monitors and analyzes emerging political and operational developments in Abyei, as they affect programmes; supports the Chief Community Liaison Officer in community/political engagement and translates the contents of this engagement into programmatic activities; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.) • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Prepares various written outputs, e.g. draft background papers, analyses, sections of reports and studies, inputs to publications, etc. • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Participates in or leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Performs other duties as required. A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience working on political matters is desirable Field experience and knowledge of UN peacekeeping, UN agencies, funds and programmes and engagement with stakeholders at national and local levels is required Knowledge of operational partnership issues with regional organizations/arrangements, and experience in building such partnerships, is desirable.
