Setting and ReportingThis position is located in the Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism in the United Nations Office of Counter-Terrorism (UNOCT), in Doha, State of Qatar. The Programme Officer reports to the Chief of the Special Projects Section (SPS). The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 38 Counter-Terrorism Implementation Task Force entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and I ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy. The UNOCT Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism, based in Doha, State of Qatar, aims to strengthen the parliamentary contribution to international efforts against terrorism and violent extremism. It seeks to promote a whole-of-society approach to terrorism and addressing conditions conducive to terrorism and support parliamentarians in facilitating the implementation of international obligations and instruments related to terrorism, including the United Nations Global Counter-Terrorism Strategy and relevant resolutions of the United Nations General Assembly and Security Council. The office operates through the following three functions: conducting research, analysis and normative work in support of counter terrorism and prevention of violent extremism; providing technical assistance and provision of consultative services; and promoting and facilitating collaboration and cooperation among parliamentary assemblies, as well as national parliaments on countering terrorism and preventing violent extremism. ResponsibilitiesWithin delegated authority, the Programme Management Officer will be responsible for the following duties: โข Participates in the development, implementation and evaluation of assigned technical assistance and capacity building programmes for parliamentarians; monitors and analyzes programme/project development and implementation; reviews the programme budget and relevant financial documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. โข Performs consulting assignments, in collaboration with stakeholders, by planning facilitating workshops for parliamentarians, through other interactive sessions and assisting in developing the action plan the stakeholders will use to manage the change. โข Supports the Programme Office in actions relative to the administration of human resources, operational and logistic support to activities and procurement matters; provides advice on interpretation and application of administrative policies, regulations and rules. โข Researches, analyzes and presents information gathered from diverse sources and produces tools, publications and multimedia resources customized for the use of parliaments. โข Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. โข Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. โข Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. โข Contributes to the effective functioning of the online resources and provides substantive support to consultative and other meetings, learning programmes, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. โข Undertakes outreach activities; conducts training workshops, roundtables and seminars; makes presentations on assigned topics/activities. โข Participates in fact-finding missions to countries within assigned area of responsibility, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. โข Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). โข Performs other duties as required. Experience working with parliamentarians and parliamentary assemblies is required. Experience working in an international organization is required.
