Org. Setting and ReportingThis position is located in United Nations Office of Counter-Terrorism (UNOCT) Programme Office for Counter-Terrorism and Training in Africa, in Rabat. The Programme Management Officer will report to the Head of the Law Enforcement Unit/Global Fusion Cells Programme Manager, with additional supervision from the Head of the Rabat Programme Office, under the overall supervision of the Chief of the Special Projects and Innovations Branch, UNOCT. ResponsibilitiesWithin delegated authority, the Programme Officer will be responsible for the following duties: โ€ข Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. โ€ข To lead and manage the strategic partnerships portfolio, fostering high-impact collaborations that advance the Programme's mission and strategic objectives โ€ข Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. โ€ข Researches, analyzes and presents information gathered from diverse sources. โ€ข Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, โ€ข Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. โ€ข Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. โ€ข Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. โ€ข Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. โ€ข Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. โ€ข Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). โ€ข Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. โ€ข Performs other duties as required. Work implies frequent interaction with the following: Establish and maintain relationships with counterparts, senior officers and technical staff in relevant Secretariat units and in UN funds, programs and other UN specialized agencies; Representatives and officials in national governments, international organizations, consultants. Work ExperienceA minimum of seven years of progressively responsible experience in project or programme management, international relations, administration or related area is required. A minimum of five years experience managing strategic partnerships involving multiple security and intergovernmental stakeholders is required. A minimum of five years of experience working in law enforcement and intelligence agencies of African member states, as well as with regional African organizations is required. A minimum of five yearsโ€™ experience managing counter-terrorism programmes is required. Experience working in the field, notably in North or West Africa and/or the Sahel region is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English and French are required. Arabic is desirable.
