Org. Setting and ReportingThis position is located in the Library and Archives of the United Nations Office at Geneva (L&A). The incumbent will serve as Project Liaison (Construction) for complex, multi-year, construction project for a purpose-built archives storage facility. In the framework of the New Archives Building Project (NAB), the incumbent will coordinate with internal and external stakeholders regarding the design and construction of the NAB. The NAB will be key to the preservation of the UN historical knowledge. The incumbent reports to the Knowledge Management Officer (P4), who acts as Project Officer for the NAB project, and under the overall supervision of the Chief of the Institutional Memory Section. ResponsibilitiesWithin delegated authority, the Programme Management Officer will be responsible for the following duties: โ€ข Actively participates in the development, implementation and evaluation of the New Archives Building (NAB) project; contributes to the establishment of the project management team and coordination mechanisms for the NAB project; monitors and analyzes programme/project development and implementation; reviews architectural and construction related documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions; ensures that planned activities are carried out in a timely fashion and co-ordinates work in assigned areas with partners and clients, as appropriate; โ€ข Coordinates with the internal and external stakeholders, by assisting in developing the action plan to be used to manage the project. โ€ข Researches, analyzes and presents information gathered from diverse sources, in the field of architecture and construction. โ€ข Supports project development, including the review and analysis of timelines, milestones, budget and resource allocation, as well as preparation of progress reports and presentations to the NAB Project Board. . โ€ข Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. โ€ข Coordinates support to consultative and other meetings, to include scheduling and documenting coordination meetings proposing agenda topics, identifying participants, preparation of documents and presentations, etc.; records decisions, actions and stakeholders communications โ€ข Serves as liaison for internal and external stakeholders involved in the architectural and construction components of the NAB project, by establishing effective communication channels and preparing meeting notes and reports. โ€ข Participates in monitoring and supports the delivery of technical studies, programming and procurement of external services, by reviewing technical documentation, coordinating feedback with relevant parties, ensuring project compliance with UN standards and project objectives โ€ข Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). โ€ข Performs other duties as required. A first-level university degree in the specified fields of studies in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationCertification in Project Management (e.g., PMP, PRINCE2) is desirable. Work ExperienceA minimum of five years of progressively responsible experience in project or programme management, administration or related area is required. Experience overseeing design and construction on large-scale construction/renovation projects within the United Nations or a similar large multi-cultural international organization is required. Experience with change management within a construction / renovation project is required. Experience with content management for intranet and/or extranet websites is desirable. Experience with procurement of goods and services for a large-scale project is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English and French are required. Either Arabic or Chinese (Mandarin) or Spanish or Russian is desirable.
