Setting and ReportingThis position is located in the Housing and Land Management Unit (HLMU) of the Forests, Land and Housing Division (FLHD) of the Economic Commission for Europe (ECE), based in Geneva, Switzerland. The incumbent will manage the implementation of the project โEnhancing urban planning in the cities of Kharkiv and Mykolaiv in Ukraine by supporting the implementation of the new master plans and facilitating investments in sustainable urban infrastructureโ. The project aims to strengthen national, regional and local capacities in Ukraine, to plan sustainable urban development solutions following a balanced, evidence-based approach. The incumbent is under the direct supervision of the D1, Chief of Service, FLHD. ResponsibilitiesWithin delegated authority, the Programme Officer will be responsible for the following duties: โข Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. โข Maintains networks of experts and stakeholders in Ukraine composed of local and central government institutions, civil society, academia, private sector, local and international experts involved in the planning of recovery and reconstruction. โข Performs consulting assignments, in collaboration with the client (national and local governments in Ukraine), by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. โข Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). โข Researches, analyzes and presents information gathered from diverse sources. โข Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. โข Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. โข Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. โข Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. โข Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. โข Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. โข Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. โข Performs other duties as required. EducationAdvanced university degree (Masterโs degree or equivalent) in architecture, urban planning, land management, urban economics, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationSuccessful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. Work ExperienceA minimum of five (5) years of progressively responsible experience in project or programme management, administration or related area is required. Out of these, at least three (3) years of experience working in the field of sustainable urban development, urban policy and master planning or a related field is required. At least two (2) years of experience in project management in conflict countries and capacity building is desirable. Two (2) years or more of experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat and Russian is a working language of ECE. For the position advertised, fluency in English is required.
