Org. Setting and ReportingThis position functions under the general supervision of the Principal Officer in the Division for Special Activities (DSA) in the Department of Operational Support. It is funded under a project to strengthen operational support cooperation between integrated peace operations and United Nations country teams. In this context, the UN Sustainable Development Group is implementing a UN system wide efficiency roadmap to strengthen cooperation in operational support mechanisms. The roadmap includes a workstream to examine how operational support mechanisms and services can be shared and scaled in high risk/crisis countries, the majority of which have peace operations deployed. The goal of the project is increase the level of engagement and participation of integrated peace operations in the UNSDG efficiency agenda, and leverage their comparative advantages in operational support to promote the nexus between peace and development and accelerate the implementation of the Sustainable Development Goals. The project will focus on the integrated mission settings in Afghanistan, the Central African Republic, the Democratic Republic of Congo, Libya, Somalia, South Sudan and Iraq. Within DSA, this position will work in an integrated manner with, and support the Resource Planning and Analysis Section (RPAS) in their overall responsibilities to support the UNSDG efficiency agenda. ResponsibilitiesWithin delegated authority, the Programme Officer will be responsible for the following duties: โ€ข Develop a concept note and set of operating procedures to guide the engagement of peace operations in the UNSDG efficiency agenda with a specific focus on scaling shared operational support services between the peace operation and the UN country team. โ€ข Provides overall/cross-cutting roadmap monitoring and implementation support across the seven countries including follow up visits, consultative Services, identifying participants, and engaging with headquarters-based counterparts in the Secretariat and key Agencies, Funds and Programmes to address policy and other issues/ challenges as they arise. โ€ข Initiates, coordinates and delivers workshops, seminars, etc.; between integrated missions and the UN Country Team (Afghanistan, the Central African Republic, the Democratic Republic of Congo, Iraq, Mali, Libya, Somalia, and South Sudan) to map opportunities and challenges and agree on a joint roadmap for each setting. โ€ข Initiates develops and implements a capacity development program consisting of best practices and guidance on the DOS knowledge gateway as well as a series of knowledge sharing virtual seminars, etc. โ€ข Support at the country level, to the implementation of any new global operational support cooperation initiatives within the overall efficiency agenda that emerge over the course of the project. โ€ข Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. โ€ข Leads and/or participates in field missions, including provision of guidance to external consultants, headquarters-based counterparts and other parties and drafting mission summaries, etc. โ€ข Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. โ€ข Performs other duties as required. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of French is desirable.
