Org. Setting and ReportingThis position is located in UNCTADโs Division on Technology and Logistics (DTL), in the Office of the Director. The Programme Management Officer reports to the Director of the Division. The focus of this job is to support, in collaboration with other programme management staff assigned to the Office of the Director, the implementation, monitoring and evaluation of programmes, operations, outreach and communications in the area of technology and logistics for trace and development, ensuring the objectives and directions set by the Divisionโs Director are met. ResponsibilitiesWithin delegated authority and in collaboration with other programme management staff in the Office of the Director, the Programme Management Officer will be responsible for the following duties: โข Assists the Director in the formulation, and implementation of mandated programmes and the formulation of possible strategies, policies and actions in the area of technology and logistics. โข Analyzes programme/project development and implementation of DTL; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions in consultation with the Director. โข Liaises with relevant parties; ensures smooth coordination with the Division, with the Office of the Secretary General of UNCTAD and UNCTADโs administration; ensures follow-up actions. โข Monitors economic developments in related areas of technology and logistics, provides substantive inputs to the Directorโs overall programme of work with a view on ensuring that policy advice and technical assistance needs of Member States are duly taken into account. โข Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. โข Researches, analyzes and presents information gathered from diverse sources. โข Leads and/or participates in the coordination of policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. โข Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. โข Leads and/or participates in the preparation of written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. โข Provides substantive backstopping to consultative and other meetings, conferences, including within UNCTADโs and the United Nationโs intergovernmental machinery by proposing agenda topics, identifying participants, preparation of documents and presentations. โข Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. โข Leads and/or participates in the preparation of communications materials related to technology and logistics. โข Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. โข Contributes to the formulation of the medium-term plan, the programme of work and the budget of the Division. Coordinates activities related to budget funding, identifies and supports resource mobilization and builds partnerships in support of the Divisionโs work (programme/project preparation and submissions, progress reports, financial statements, etc.);prepares related documents/reports on the programme of work and achievements of the Division. โข Performs other duties as required. At least 3 years of experience in project/programme management on trade and development is desirable. Experience in a front office setting is desirable. LanguagesFor this post, fluency in English (both oral and written) is required. Fluency in French is desirable. Knowledge of another UN official language is desirable.
