UNOPS South East Asia Multi-Country Office (EAPMCO)

The South East Asia and Pacific Multi Country Office (EAPMCO) supports, develops and oversees the UNOPS portfolio of projects in South East Asia and the Pacific. EAPMCO was established in January 2023 following the merger of the Thailand Multi-Country Office, which covered 20 countries across North East Asia, South East Asia and the Pacific, and the Cambodia Multi-Country Office, which covered 4 countries South East Asia - 3 countries in the Mekong Sub-region (Cambodia, Lao PDR and Vietnam) and the Philippines. EAPMCO currently covers 24 countries across North East Asia, South East Asia and the Pacific. With its head office in Bangkok, the Multi-Country Office comprises nine business units: EAPMCO Thailand, EAPMCO Indonesia, EAPMCO Pacific Operations Cluster, EAPMCO Papua New Guinea, EAPMCO China, EAPMCO Mekong, and EAPMCO Philippines.

In 2023, the UNOPS EAPMCO implemented projects worth more than USD 95.7 million, in the areas of Energy Transition, Digital Transformations, Sustainable Environmental Management, Climate Change, Waste Management, Rule of Law and Access to Justice, Water, Sanitation and Hygiene (WASH), Post Conflict Reintegration, Emergency Relief, Post COVID19 Economic Transformations, and Health, through HR, procurement, construction, contract management, fund and program management services.

The Multi Country Office head office in Bangkok provides strategic direction, operational support, delivery oversight and assurance of the excellence of business processes and quality standards across all of the entire Multi Country Office locations. The Southeast Asia Energy Transition Partnership (ETP) brings together governments and philanthropies to work with partner countries in the region. We support the transition towards modern energy systems that can simultaneously ensure economic growth, energy security, and environmental sustainability. Enabling the transition toward greener energy systems will greatly contribute to the achievement of the UNโ€™s Sustainable Development Goals (SDGs) and the Paris Climate Agreement objectives.

ETP focuses on Indonesia, the Philippines, and Vietnam, which are the countries in the region with the highest energy demand, a substantial pipeline for fossil fuel-based projects, and a significant and cost-effective potential for renewable energy and energy efficiency. ETP provides high-level technical advisory support, holistic support to Governments on financing and technical needs, capacity and skill development, and facilitation of dialogues in all related areas.

Programme Management Officerโ€™s Role

ETP have programme teams in each of Indonesia, the Philippines and Vietnam, as well as a regional team. The incumbent will be positioned within the Indonesia office, located in Jakarta, and will have the duties which are performed according to organizational needs and structures.

Reporting to the Senior Programme Manager, the incumbent will be responsible for effective, transparent and efficient support of the ETP programs in Indonesia, under the Rules and Regulations of UNOPS, and in accordance with the strategy approved by the ETP Steering Committee.

1. Programme Implementation

A. Provide effective technical, financial, and operational support of ETP program in Indonesia in collaboration with the ETP country team, country authorities and stakeholders and donor partners active in energy transition, to ensure timely and partner-oriented services delivery and support issue resolution arising from the implementation processes.

B. Provide effective support to maintaining relationships with the country stakeholders in the public and private sectors as well as with civil society, and fostering partnerships and collaboration with the development partners and actors active in the energy transition domain.

C. Support knowledge management, sharing and exchanging of knowledge, lessons learnt and best practices of ETP program and projects, identifying knowledge sharing and profiling opportunities for ETP and its programs, assisting in delivery of knowledge events, and identifying communication, profiling and media coverage opportunities for ETP.

D. Support the current Indonesia team manage their workload, offering support with communications, administration and overall organizational efficiency.

2. Coordination Functions

In coordination with the ETP Secretariat, and supporting the Programme Management Specialist, provide inputs for ETP program and its activities and objectives, challenges and opportunities based on local knowledge and developments;

Promote and maintain effective teamwork within the ETP team and other UNOPS colleagues;

Support implementation of ETPโ€™s annual work plan, striving toward the set delivery and resource mobilization targets;

Support the maintenance of ETPโ€™s annual administrative and operational program and budget proposals and reports;

Support programmatic and administrative reporting on ETPโ€™s activities in accordance with its monitoring and reporting requirements under its Results-based Management Framework and UNOPS reporting requirements;

Support setting annual performance targets and objectives for the ETP team, assessing performance and providing feedback.

3. Programme/Portfolio Development and Management

Support the Programme Management Specialist to report on national energy transition concerns and priorities and the political and socio-economic conditions and developments as they relate to the ETP, and analyze their impact on ETPโ€™s work and programme;

Support formulation and implementation of the ETPโ€™s country work plan and its periodic review and updates and ensure alignment with ETPโ€™s regional work plan;

Support implementation of ETPโ€™s fund allocations, maintenance of financial integrity of the programme by ensuring adherence to ETPโ€™s standard operating procedures and UNOPS rules and regulations, and ensuring timely and effective use of ETP resources;

Support quality control measures in the implementation of a portfolio of project activities in Indonesia, arrange for periodic project monitoring field visits, provide technical and operational support and guidance to ETPโ€™s implementing partners, monitor project implementation progress and results, contribute to the effective monitoring and evaluation of ETP program and projects;

Support organization of periodic stakeholder workshops and project development sessions among partners in energy transition, private sector and civil society organizations and local communities, and potential applicants and other stakeholders to inform about ETP and its initiatives;

Identify and foster program, projects, and policy linkages and coordination between ETP program and aligned programs under ETP, and broader programs in the energy sector funded by development partners, planned or underway in the country, and those of other government, donors and development partners;

Perform and coordinate administrative tasks (i.e. procurement, travel), as required and adhering to ETPโ€™s operational manual and UNOPSโ€™ guidelines on procurement rules and regulation, support updating the relevant UNOPS and ETP databases.

4. Resource Mobilization and Partnerships

Support the Programme Management Specialist in maintaining close working relationships with stakeholders as well as facilitate visibility of ETP.

5. Knowledge Management

Document impact/success stories, lessons learned, and best practices in ETP program/project development, implementation, and oversight;

Support capacity building and networking of implementing partners, beneficiaries, and stakeholders to facilitate knowledge exchange, and promote uptake through knowledge platforms, knowledge fairs, etc.

Education:
A first university degree (Bachelorโ€™s or equivalent) preferably in Energy Policy, Economics, Engineering, Environmental Economics, Development, Finance, Business Administration or similar field is required. An advanced university degree (Masterโ€™s or equivalent) or higher degree in the above-mentioned field is desirable and may substitute some of the required years of experience. Experience:
Minimum two (2) years of relevant experience in the energy sector, energy transition, climate issues, environment and development work, which should include program management, preferably with an extended specialized experience in any of the thematic area of energy transition at the national level in combination with a first university degree (Bachelorโ€™s or equivalent) is required. Proficiency in standard computer software (Word, Excel, presentations, databases, and internet) or Google Suite.
Language Requirements:
Full working knowledge (Fluency) in English is required.

Local language in the countries of ETPโ€™s operation is an advantage.

Knowledge of other UN languages is considered an asset.
