Org. Setting and ReportingThis position is located in the Memorandum of Understanding and Reimbursement Policy Section (MRPS) of the Uniformed Capabilities Support Division (UCSD), Office of Supply Chain Management (OSCM) in the Department of Operational Support (DOS). The Department of Operational Support was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including other departments, Offices Away from Headquarters, field missions, and regional commissions. The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, the Logistics Division, the Procurement Division, Uniformed Capabilities Support Division, Global Service Centre, Aviation Safety Section and the Enabling and Outreach Service. UCSD serves as the single point of entry within the Secretariat for operational and policy matters relating to support and reimbursement to military and police contingents deployed to United Nations field operations. Reimbursement payments to contributing countries are one of the largest costs of United Nations (UN) peacekeeping. MRPS is responsible for overseeing policies and procedures related to the reimbursement of troop- and police-contributing countries and the verification and control of Contingency-Owned Equipment (COE), for providing support to the triennial meetings of the Working Group on COE and the updating of the Manual on Policies and Procedures concerning Reimbursement and Control of Contingent-Owned Equipment of Troop/Police Contributors Participating in Peacekeeping Missions, and for undertaking the quadrennial survey of personnel costs established by the General Assembly in its resolution 67/261. The Section leads negotiations with troop- and police-contributing countries in preparing Memorandum of Understanding (MOUs) to support the deployment of former military and police units. The incumbent will report to the Chief of MRPS or the designated official. ResponsibilitiesIn coordination with United Nations Headquarters and mission stakeholders, the Programme Management Officer will coordinate engagement with troop- and police-contributing countries (T/PCC) technical counterparts both remotely and during on-site visits: โ€ข Performs consulting assignments, in collaboration with Member States, by planning and facilitating workshops, through interactive sessions, in order to support the development of the recommendations that will be presented to the 2026 COE Working Group for review. โ€ข Coordinates the development, evaluation, and recommendation of the 2023 COE Working Group mandated study on linking contingent-owned equipment reimbursement to major equipment usage and readiness; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. โ€ข Researches, analyzes and presents information gathered from diverse sources. โ€ข Conducts in-depth study of the current modality of reimbursement and the COE framework. Collects data on equipment usage. Groups the major equipment into different categories based on static or mobile nature, logistic support or operational equipment, etc. โ€ข Provides inputs to policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. โ€ข Generates survey initiatives; designs data collection tools; reviews, analyzes, and interprets responses, identifies problems/issues and prepares conclusions. โ€ข Organizes and prepares written outputs, e.g., draft background papers, analysis, sections of reports and studies, inputs to publications, etc. โ€ข Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. โ€ข Reviews current inspection and verification methodology and the impact on these procedures and resource requirements if usage of major equipment was linked to the reimbursement. Articulates in both written and verbal form, key findings, issues and opportunities pertaining to the \"linking contingent-owned equipment reimbursement to major equipment usage and readiness mandated study\". โ€ข Presents findings and specific recommendations on proposed changes to the COE reimbursement framework, through an issue paper, for the review of United Nations Secretariat and onward submission to 2026 COE Working Group. โ€ข Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. โ€ข Participates in technical site assessments, complex field missions, including provision of guidance to external consultants, government officials, and other parties, and drafting mission summaries. โ€ข Performs other duties as required and assigned by the Chief of MRPS. EducationAdvanced university degree (Master's degree or equivalent degree) in business administration, public administration, programme management, logistics and supply chain management or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationCertification in Project/Programme Management methodology by an accredited body (e.g., PMP, PGMP, PRINCE 2 Foundation Project Management certification or practitioner level) or equivalent is desirable. Work Experienceโ€ข A minimum of seven (7) years of progressively responsible experience in project or programme management, administration, logistics or related area is required. โ€ข Experience in analyzing, drafting, and formulating policies related to Contingent Owned Equipment (COE) processes or similar is required. โ€ข Experience in military or police planning associated with Contingent Owned Equipment (COE) concepts is required. โ€ข Experience in coordinating and liaising with diverse stakeholders and clients to develop recommendations for policy changes is required. โ€ข Experience in the support of international military or United Nations' peacekeeping operations is desirable. โ€ข Experience in data analysis and developing metrics in logistics and/or supply chain management or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
