The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP/Office for Asia and the Pacific helps to implement all UNEP's programmes and projects in the region by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental problems and emergencies. The focus of this position is the monitoring and analysis of UNEPโ€™s Sub-programme/project development and implementation including through the Programme of Work and Medium Term Strategy as well as the development of in-house strategies for resource mobilization in coordination with the UNEP Resource Mobilization Section.

This position is based in UNEP, Asia and the Pacific Office in Bangkok, Thailand.

Under the overall supervision of the Regional Director and the direct supervision of the Regional Deputy Director, the incumbent will be responsible for the following duties:

Responsibilities

โ€ข Develops, implements and evaluates assigned projects of Asia and the Pacific office; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
โ€ข Designs project proposals for earmarked funding to UNEP in the region of Asia and the Pacific.
โ€ข Prepares strategies for member state funding partners, and follow-up actions;
โ€ข Develops systems and tools for in-house collaboration for resource mobilization with focus on member states; supports the research and preparation of reports, analytical briefings and profiles on funding partners including their policies, trends and potential support to UNEP.
โ€ข Researches, analyzes and presents information gathered from diverse sources
โ€ข Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
โ€ข Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
โ€ข Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, including for programmes progress analysis, country briefs and background papers for UNEP senior management.
โ€ข Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
โ€ข Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
โ€ข Performs other duties as required.

Ability to ensure effective monitoring and analysis of environmental work programmes and projects and that all outputs of the project are of high quality and consistent with the effective delivery of results. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education

Advanced university degree (Masterโ€™s degree or equivalent) in environmental sciences, business administration, management, economics or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in project or programme management, including coordinating and liaising with various internal stakeholders, administration or related area is required.
Experience in project information management and communications for resource mobilization and partnerships engagement is required.
Experience in an international organisation is desirable.
Experience in project data management, monitoring and analysis in the context of environmental issues and sustainable development is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

NOTE: "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
