Org. Setting and ReportingThe position is located in the Office of the Secretary-Generalโ€™s Envoy on Technology. Building on the work of the High-Level Panel on Digital Cooperation and consultations of multi-stakeholder roundtable groups; the United Nations Secretary-General issued a Roadmap for Digital Cooperation (A/74/821) which addresses how the international community can better harness the opportunities presented by digital technologies while addressing their challenges. In the General Assembly declaration on the commemoration of the 75th Anniversary of the United Nations (GA resolution 75/1), Member States recognized the importance of technology as a fundamental global issue and pledge to โ€œimprove digital cooperationโ€ to be able to maximize the benefits digital technologies can bring while curtailing risks. Member States also agreed that โ€œthe United Nations can provide a platform for all stakeholders to participate in such deliberations.โ€ The Envoy was appointed by the Secretary-General to serve as a senior level advocate and focal point for digital cooperation, lead the implementation of the Secretary-Generalโ€™s Roadmap for Digital Cooperation by coordinating the range of activities envisaged therein and working closely with various UN entities and multi-stakeholder groups, facilitate dialogue on the recommendations of the Roadmap and related parts of the Common Agenda to accelerate global digital cooperation, seizing on the opportunities that are presented by technology โ€“ while mitigating the risks โ€“ so that progress towards achieving the Sustainable Development Goals by 2030 can be made collectively, as well as carry out other related duties and responsibilities assigned by the Secretary-General. The Programme Management Assistant reports to the Envoy on Technology. ResponsibilitiesWithin limits of delegated authority, the Programme Management Assistant may be responsible for the following duties: โ€ข Assists the Tech Envoy in office management, such as managing calendars and travels, liaising with diverse organizational units to initiate requests, obtain necessary clearances and process and follow-up on administrative actions. โ€ข Provides assistance in support of planning and implementation activities/processes for the office. โ€ข Assists in the coordination of programme/project planning and preparation; monitors status of programme/project proposals; takes necessary action to ensure project documents are completed and submitted to relevant parties for approval. โ€ข Assists in the preparation and analysis of programme/project budget proposals; provides assistance in the interpretation of budget guidelines; reviews and coordinates submissions of programme proposals and budget estimates, ensuring that requisite information is included and justified in terms of proposed activities; propose adjustments as necessary; prepares reports and ensures that outputs/services are properly categorized. โ€ข Drafts programme/project summaries, coordinates review and clearance process, and coordinates with editor, translation services, etc. on finalization and publication of report multiple languages. โ€ข Supports the coordination, monitoring and expedition of programme/project implementation activities, involving extensive liaison with a diverse organizational units to initiate requests, prepare standard terms of reference against programme/project objectives, obtain necessary clearances, process and follow-up on administrative actions and resolve issues related to project implementation, e.g. recruitment and appointment of personnel, travel arrangements, organization of and participation in training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc. โ€ข Prepares, maintains and updates files (electronic and paper) and internal databases; designs and generates a variety of periodic and ad hoc reports, statistical tables, graphic content, and other background materials/notes to facilitate inspection and other reviews. โ€ข Drafts correspondence and communications related to all aspects of programme/project administration, including work plan and budgets, revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports. โ€ข Provides guidance and training on administrative matters to new/junior staff. โ€ข Performs other duties as assigned. The minimum years of relevant experience is reduced to five (5) years for candidates who possess a first-level university degree. Experience in coordinating and monitoring of programmes / projects activities is desirable. Experience managing schedules and travel of senior officials or executives is desirable. Experience organising and servicing the holding of meetings is desirable. Experience with Enterprise Resources Planning (ERP) systems, especially SAP, is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is desirable.
