Background

The UNDP Papua New Guinea Country Programme Document (CPD) is at its mid-point. The Programme has been rapidly expanding over the current CPD period. Preparatory work on the next United Nations Sustainable Development Cooperation Framework 2023-2027 has commenced with UNDP leading on the Governance and Environment related analytical and assessment inputs.

UNDP Papua New Guinea seeks to consolidate the foundations for a next generation office that is fully capacitated to leverage strong development fundamentals built in the current CPD cycle and continue its trend of scaling up its presence and services. Leveraging its technical, coordination and administrative strengths, UNDP will continue to provide integrated policy advice, evidence-based solutions, quality assurance and management services supporting the national and sub-national implementation of a growing portfolio of activities.

Under the direct supervision of the Deputy Resident Representative, the Programme Finance Analyst is responsible for delivering programme finance services to support project teams and ensure effective and transparent utilization of financial resources in the Papua New Guinea Country Office. The Programme Finance Analyst promotes a collaborative,

client-oriented approach consistent with UNDP rules and regulations.

The Programme Finance Analyst supervises and leads the work of the Programme Management Support Unit. The Programme Finance Analyst works in close collaboration with Project teams and the Operations Section in the Country Office, Bangkok Regional Hub and Head Quarters to resolve complex programme and operations-related issues to ensure successful Country Office performance in programme and project financial management. Under the overall guidance and direct supervision of the DRR, the Programme Finance Analyst is responsible for effective delivery of programme finance services ensuring effective and transparent utilization of financial resources in Papua New Guinea Country Office. The Programme Finance Analyst promotes a collaborative, client-oriented approach consistent with UNDP rules and regulations.

The Programme Finance Analyst supervises and leads the work of the Programme Management Support Unit. The Programme Finance Analyst works in close collaboration with the Programme and Operations teams in the CO and Bangkok Regional hub and HQ to resolve complex programme and operations-related issues, ensuring successful CO

performance in programme and project financial management.

Duties and Responsibilities

1. Resource and budget management for effective project implementation.

2. Oversight of cost sharing, trust fund agreements and basket funding.

3. Implementation and support to the Harmonized Approach to Cash Transfer (HACT).

4. Capacity building of project and program staff and counterparts.

5. Effective Results Based Management and financial reporting.

6. Audit preparation and support to implementation of the recommendations.

1. Resource and Budget Management for effective project implementation:

  • Monitor overall delivery and implementation status of projects through regular review of financial resources received, disbursed and expected or already available.
  • Maintain pipeline management and track the status of pipelines in Atlas to ensure the accuracy of data.
  • Prepare and review resource availability and budget management through timely budget revisions and proper planning of financial resources.
  • Continuously analyze and monitor the financial situation of the Country Office, prepare forecasts and other analytical reports as required by the senior management.
  • Implement the control mechanism for development projects through monitoring budget preparations and modifications, budgetary status versus availability funds (ASL and/or cash).
  • Follow up with respective programme teams on the status of outstanding contributions.
  • Preparation and modification of budgets for UNDPโ€™s development projects, follow up with Head Quarters on authorized spending limits (ASL) for development projects.
  • Review and clear contribution agreements prior to signature and actively monitor that signed agreements are submitted to the GSSU upon signature.
  • Monitor the receipt of contributions within the Country Office resource mobilization efforts and liaise with the GSSU Revenue Team, as necessary.

2. Oversight of cost sharing, trust fund agreements and basket funding:

  • Ensure that no project proposal is finalized without cost-recovery budgeted for support services.
  • Guide and support the programme team in estimating the appropriate levels of cost recovery for development projects.
  • Validate that the project budgets contain correct cost-recovery data prior to finalization in the Atlas and monitor timely collection and recording of the direct project costs (at least quarterly).
  • Resolve issues related to budget exceptions and deficits and prepare periodic financial analysis reports.
  • Oversee adherence to the budget override policy within the Country Office and undertake responsiblity for clearing budget override requests for the senior managementโ€™s approval.
  • Ensure systematic monitoring and analysis of financial implementation of the projects.
  • Ensure the integrity of financial and administrative operations as well as the consistent application of UNDP rules and procedures for programme and operations issues.

3. Ensures Implementation and support to the Harmonized Approach to Cash Transfer (HACT) focusing on achievement of the following results:

  • Play key role in the roll out of HACT.
  • Serve as the focal person on HACT (for spot checks and financial as well as internal controls audit in consultation with Deputy Resident Representative.
  • Train office and project staff as well as implementing partnersโ€™ personnel as appropriate on HACT implementation.
  • Monitor the implementation of HACT and recommend solutions to challenges in implementing HACT.
  • Prepare an operational guide for Implementing Partners on the Implementation of HACT. Develop assurance plans and monitor Country Office performance in timely completion of assurance activities.

4. Capacity building of project and program staff and counterparts:

  • Provide training to new staff on Atlas and UNDP project management and programmatic instruments, including development of SOPโ€™s for programme and finance related matters.
  • Provide training on project implementation to UNDP counterparts, on implementation modalities and particular requirements in line with UNDP policies and procedures.
  • Prepare manuals for project implementation for projects and national counterparts.
  • Advise project staff on programme finance matters and budgetary issues.
  • Synthesize lessons learnt and best practices in Programme Finance.

5. Effective Results Based Management and financial reporting:

  • Support correct Atlas entries on Results Based Management in order to improve reporting against results.
  • Prepare regular financial reporting on project implementation and budgets against resources available.
  • Ensure full compliance with UN/UNDP rules and regulations regarding financial processes.
  • Oversee work of Donor Reporting and Financial Revenue.

6. Audit preparation and support to implementation of the recommendations:

  • Implement recommendations on effective internal control framework.
  • Support preparations for the Country Office and specific project related audits, spot-checks, quality assurance reviews etc.
  • Support projects in the implementation of audit recommendations.
  • Any other tasks as assigned by the Senior Management of the Country Office.

Required Skills and Experience

Education:

  • Masterโ€™s Degree or Bachelorโ€™s Degree in Business Administration, Public Administration, Financial Management, Economics or related field.
  • Longlisted candidates will be required to undergo the UNDP Advanced Accountancy and Finance Test (AAFT). However, candidates with a professional accounting qualification from an internationally recognized institute of accountancy may be exempt.

Experience:

  • Masterโ€™s Degree with 2 years of previous experience or Bachelorโ€™s with 4 years of relevant working experience at the national and international level in providingfinancial management services, accounting, and project management/operational systems.
  • Experience in the use of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web and cloud based in management systems and ERP financials, preferably PeopleSoft (e.g. Atlas).
  • Experience of IPSAS and/or IFRS is required for external candidates.

Language Requirements:
