Standard Job DescriptionProgramme CBI Officer Organizational Setting and Work Relationships The Programme CBI Officer is an active member of the bureau/field operation/division and manages and oversees the UNHCR cash assistance. The incumbent is responsible to ensure that CBI is compliant with the CBI policy, technical guidance and administrative instructions on CBI, in collaboration with the relevant multi-functional team (MFT) members. S/he will ensure the strategic and coherent use of CBI in UNHCR and monitor it adequately. S/he will ensure adequate coordination of all CBIs in line with the collaborative cash delivery principles and provide technical guidance on CBIs to UNHCR staff. Internally the Programme CBI Officer will liaise with UNHCR country offices and/or Bureaux and/or HQ. Externally, s/he will liaise with Implementing and Operational Partners, National Governments, line ministries, UN agencies, members of Cash Working Group, donors and other stakeholders. The incumbent is expected to work in line with the multi-functional team (MFT), ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle. All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties - Promote cash assistance, and the strategic and coherent use of CBI, ensuring that CBI is maximised to meet protection needs, in assistance and service provision throughout the displacement cycle, including in emergencies. - Promote and ensure linkages with social protection and financial inclusion. - Provide technical support on strategic planning and policy making on activities within the area of CBIs, including assessments, planning and budgeting, technical choices, legal and regulatory aspects, implementation modalities, coordination and monitoring. - Support to ensure that CBI is fully, effectively integrated into the country operations plan and protection and solutions strategies. - Support and collaborate with protection and sectors to increase the use of CBI in e.g. protection, education, shelter, livelihoods, health and WASH programmes. - Establish sound monitoring process for cash assistance. Analyse trends and interventions, including CBI expenditure, upstream and downstream activities. Ensure post distribution monitoring (PDM) is conducted regularly and in line with the relevant guidance. - Ensure fluid communication and information exchange with key stakeholders internally and externally, and participate in relevant coordination and collaboration structures. - Represent UNHCR in inter-agency coordination mechanisms and fora, promote and maintain collaborative cash arrangements and strong relations with partners and other key actors. - Generate data and analysis for evidence-base, communication, and visibility. - Organise and/or support CBI-related learning and capacity building, including organising trainings and learning events. - Fulfil CBI-related reporting requirements. - Support the use of UNHCR CashAssist. - Perform other related duties as required. In Country Operations: - In close collaboration with the Senior Management and under their leadership, ensure the functioning of the CBI component of the Multi-Functional Team (MFT). - Ensure CBI is implemented according to UNHCRยฟs policies, rules and processes. - Ensure CBI is included in the preparedness and response planning, and prepare UNHCR to be the first responder to new emergencies/ and return situations with CBI. - Conduct required assessments to ensure optimal CBI design. - In collaboration with Finance, establish CBI Standard operating procedures (SOPs) for the operation, and coordinate the review with RB and final clearance with HQ. Support partners in developing SOPs. - Coordinate the implementation of CBI in accordance with the SOP, ensuring audit trail and proper accountability. - Coordinate with Supply for timely procurement of financial service providers, including the technical evaluations and any other procurement related issues, as well as contracting of financial service providers. In Regional Bureaux: - Ensure the coordination of CBI across the Regional Bureau and the country operations. - Provide technical support to country operations in all aspects of CBI across the programme cycle, in line with UNHCRยฟs guidance and policy. - Review and provide inputs for CBI Standard operating procedures (SOPs) for the operations and coordinate the review and final clearance with HQ. - Review and provide inputs on issues and documents relating to procurement and contracting of financial service providers, including participation in technical evaluations as required. In Headquarters: - Contribute to and generate guidance, policies, tools, and evidence-base on the use of CBI, including policy documents, technical guidance, evaluation, lessons learnt, communication and visibility materials, reports, and synthesis. - Provide technical support for the rollout and the implementation of CBI to regional bureaux and operations. - Contribute to CBI-related knowledge management, training, and learning. - Contribute to the clearance of Standard Operating Procedures with DFAM, review CBI procurement-related documents with SMS, review CBI-related contracts with Financial Service Providers with LAS, and collaborate with other divisions as required. Context and Background
The Global Cash Advisory Group (CAG) was formed following the IASC Principalโ€™s endorsement of a model for predictable cash coordination which was developed by the Grand Bargain Cash Coordination Caucus. The CAG was established in June 2022 as an entity associated with the IASC, reporting to the IASC Deputies Group.

The purpose of the CAG is to support country level cash coordination technically and in terms of capacity with the overall aim of improving the quality and effectiveness of cash coordination.

The CAG is co-chaired by OCHA and UNHCR and is composed of 12 voting members representing UN agencies, The International Red Cross and Red Crescent Movement, INGOs, Local Actors and Cash Network including the two chairs.

On behalf of the CAG, UNHCR is looking for capacity to provide day to day functioning of the group including secretariat and information management functions, and to provide technical support and follow up on the transition plan for cash working groups. In particular, capacity is needed to engage with Cash Working Groups (CWGs) to as they roll out recommendations and for the CAG to achieve its 2023 workplan.

Given the ambitious and urgent workplan of the Global CAG, the Programme CBI Officer will be mainly responsible for supporting the action plan outputs and ensuring a smooth transition into the new cash coordination model. The role will also keep the CAG members up to date with the coordination status globally for a clearer global picture to support improved understanding and the ability to make decisions in a more efficient manner. It will also ensure the CAG engages with other relevant groups such as the Global Cluster Coordinators Group (GCCG) and SPIAC-B. The Information Management support is a major part of the role so to have a clear overview of who is doing what and where as well as facilitating CAG meetings with needed documents. The Programme CBI Officer will report to the two co-chairs of the CAG (UNHCR and OCHA).

Specific tasks and deliverables:

1. Information Management Support
Visualizing data on power BI
Using Kobo for surveys and data collection
Presentations and documents preparation as needed

2. Secretariat Support:
Minutes of meeting
Sharing files and documents for CAG members and CWG cochairs
Preparing agenda for meetings

3. Follow up on transition with countries
Keep track of the implementation of the transition plan and follow up with operations
Supporting CWGs with resources and advice (presentations, data, survey) that can help them transition into the new model
Be available for missions to support the roll out of the IASC cash coordination model and organise joint CAG field missions (as requested)
Organize and coordinate webinars for CWGs related to cash coordination and the new model

4. Coordinate daily with CAG members and other relevant bodies
Keeping CAG members up to date about cash coordination, including flagging issues of concern highlighted on cash networks
Engage with relevant stakeholders (global, regional and country level) and keep up to date on cash coordination globally in order to flag/elevate issues to CAG for their consideration
Coordinate with CAG members for tasks related to the CAG
Coordinate with relevant networks and clusters and represent CAG on technical issues (as required)

5. Follow up on CAG action plan:
Follow up on action plan and contribute to the support of the CAG in the following functional areas:
1) Standard setting and capacity building:
a. Support the development of standards, tools, and guidance for cash coordination
b. Integrate and build on the work of Cash Learning Partnership (CaLP), Collaborative Cash Delivery Network (CCD), CashCap, United Nations Common Cash Statement (UNCCS) and others, and their available tools, guidance, and support.
c. Support cross-fertilization of good practices among CWGs and provide technical support on collaborative cash programming, where required.
d. Ensure strong information sharing on cash coordination across responses and across global clusters.
e. Provide overviews of best practices and ensure knowledge sharing across all cash actors โ€“ including learnings on topics such as how to best integrate cash coordination in IM tools.
2) Advocacy, global monitoring, and liaison:
a. Provide information and input as required/requested by the IASC mechanisms related to cash coordination within the humanitarian system.
b. Sectoral Support or advisory functions: ensure engagement via the Global Cluster Coordinators Group (CGGC) to support (as relevant) Clusters/Sectors in their engagement with CVA as a modality.
c. Engage with relevant actors to strengthen the global information/knowledge management for cash coordination.

Qualifications and Experience

a. Education (Level and area of required and/or preferred education)
A Masterโ€™s degree preferably in international development, finance, social science, engineering, or a related field from an accredited academic institution is required.
A Bachelorโ€™s degree in the above fields with an additional two years of relevant professional experience may be accepted in lieu of a masterโ€™s degree.

b. Work Experience
โ€ข Relevant work experience 6 years is required in one or more of the following areas: operations, project management, programme management, administration.
โ€ข Proficiency in Kobo Toolbox, Power BI, MS Excel and Word.
โ€ข Strong quantitative and qualitative data analysis skill is a key requirement.
โ€ข Strong communication skills โ€“ demonstrated experience drafting documents is a requirement.
โ€ข Strong coordination skills.
โ€ข Strong data management skills, including the use and maintenance of databases is a requirement.
โ€ข At least four yearsโ€™ experience working on cash-based interventions and /or cash coordination is required.
โ€ข Experience working with UN agencies, international organizations, and/or civil society.
