PURPOSE OF THE ASSIGNMENT:
The World Bank has numerous large initiatives with WFP that are implemented through Cooperating Partners. The SANAD Project Coordinator would like to fund a dedicated resource to manage the end-to-end FLA process for all SANAD activities.
This focused assignment will manage the coordination with technical teams and hubs throughout the FLA process including FLA budget analysis, coordinating the Technical Review Committee (TRC), supporting the Cooperating Partner Committee (CPC), monitoring/reviewing invoices, SES and timely payments.
In addition to managing the overall FLA process, this role will support all engagements with the CPs related to SANAD. This includes coordinating meetings, ensuring correct stakeholders attend, meeting minutes and updating/filing of information.
This assignment is based in Port Sudan and reports to the SANAD Project Coordinator with technical reporting lines to the Sudan Cooperating Partner Management (CPM) team.Deliverables:
1. Manage FLA process:
a. Lead coordination with country office technical units and Area Offices (AOs) during all stages of FLA development and execution: Preparation of Call for Proposal,
b. Use the corporate FLA tracker to manage all WB-related FLAs, from drafting through approval and implementation.
c. Support the convening and documentation of Technical Review Committee (TRC) meetings.
d. Ensure quality assurance of FLA packages submitted to the Cooperating Partner Committee (CPC).
2. Budget & Funds mgmt.:
a. Review FLA budgets for accuracy and consistency with project financial frameworks.
b. Prepare standard costs for each Area Office for budget comparison.
c. Quarterly coordination of funds consumption, funding availability and PO top-up, including reporting.
d. Support AOs to ensure invoices are submitted monthly and SES are entered by 5th calendar day of each month.
e. Provide input into financial reporting and fund utilization summaries3. Performance & Reporting:
a. Ensure FLAs are implemented in line with agreed plan of operations.
b. Monthly reporting of Cooperating Partnersโ invoice submissions, SES completion, and payment schedules.
c. Track implementation progress and flag issues requiring escalation.
d. Contribute to performance evaluations and support spot-checks or evaluations as needed.
4. Engagement & Information mgmt.:
a. Coordinate CP-related meetings, ensuring relevant stakeholders are engaged.
b. Take and disseminate meeting minutes and track follow-ups.
c. Maintain and regularly update documentation and filing systems for WB-related CP activities.
d. Support communication flow between CP management unit, technical units, and AOs on FLA matters and save appropriately.QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Completion of secondary school education or a post-secondary certificate in the related functional area with additional years of related work experience and/or trainings/courses.
Experience:
โข 3-5 years of direct experience managing CPs and FLAs (including FLA budgets, Purchase Order, Invoicing and funds mgmt.) in various operational contexts.
โข Excellent knowledge of WFPโs 2018 NGO guidance, partnership principles and modalities, including associated IRM processes.
โข Strong understanding of WFPโs corporate planning processes: Country Strategic Plans, Budget Revisions, Corporate Results Framework, Annual Country Reports, etc.
โข Familiarity with the WFP technical tools used for CP management and reporting, including WFPโs financial and budget management frameworks, distribution data management, CP closing stocks, etc.
Knowledge & Skills:
โข Project Management and Contract Management.
โข Excellent written and oral/presentation skills.
โข Ability to run reports in WINGS and DOTS.
โข Demonstrates high moral integrity and proven capacity to take initiative, show discretion and autonomy.
โข Strong planning and time management, with a structured results-oriented approach and quality monitoring and reporting.
โข Client focused and builds strong relationships to improve processes and support the strengthening of CO CP Mgmt. functionLanguages:
