Under the direct supervision of the Cluster Coordinator and with technical support from Activity Managers/Unit Technical staff and Field Coordinator, the Programme Associate will be responsible for the programme implementation and district coordination functions. The Programme Associates will specifically perform the following duties:
KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):
Programme Implementation
Home Grown School Meals
- Provide technical support to School Authorities on the key programme areas e.g. programme budgeting, bidding process, financial management including face form preparations.
- Providing technical capacity in feeding process i.e. food preparation, feeding arrangement, food management (stores mgt, food hygiene etc.)
- Supporting food supply system i.e. supporting FO mobilization, FO capacity building.
- Support/follow-up on other programme requirements e.g. school gardens establishments, community contribution etc.
- Follow-up on identified technical gaps to mentor/orient relevant school authorities on all outstanding programme implementation gaps/issues.
- Coordinating with district level authorities on programme management i.e. push/follow-up on budget reviews and approvals, timely funds disbursement, price setting activities etc.
- Follow-up with district councils on implementation of MoU activities/budgets
- Leading roll out of new initiatives/activities e.g. new cooking technologies
- Link up with Cluster Coordinators and or Activity managers on escalated issues.
Emergency
- Support partners (NGO partner/District Councils) on beneficiary targeting process (to ensure adherence to guidelines; JEFAP and UBR
- Support all community engagement activities using key messaging as provided by the Activity managers to standardize communication.
- Support distribution planning process. Reviewing all distribution plans before submission to Cluster Coordinators ensuring accuracy and consistency with guidelines.
- Coordinate with Supply Chain and partner teams on food dispatches/deliveries using distribution plan as a guide and follow up on delays, under-deliveries and other irregularities and take remedial measures to ensure all targeted beneficiaries are reached with food assistance on time.
- Guide on FDP management during food distribution (FDP set-up, crowd control, FDP committee orientation, food mgt, data). Where necessary, conduct on-site capacity strengthening for partner staff on FDP management.
- Playing a leading role in coordination of relevant structures at the district level to ensure that each performs their roles as per guidelines/SOPs.
- Follow up with partners to ensure timely submission of reports and invoices.
Resilience
- Generally managing implementation of activities as stipulated in the Field Level Agreements (FLAs) and MoUs to ensure timely and coordinated programme implementation.
- Support community consultation processes (Seasonal Livelihood Programming and Community Based Participatory Processes) to ensure a community led approach in Resilience programming. Ensure that community input is incorporated in the CP plans with guidance from Cluster Coordinators and Activity Manager.
- Providing technical support on asset creation i.e. checking and advising on asset standards and specifications.
- Supporting work planning; development of renumeration plans to match resources available.
- Supporting cash/food distribution for FFA. Ensure that all FDP activities adhere to SOPs.
- Supporting beneficiary targeting and or replacement where necessary
- Supporting delivery of NFIs from supply chain. Also following with CPs on procurement of NFIs.
- Following with partners on timely technical and financial report submission. Review all the reports and submit to Cluster Coordinators for final review and endorsement.
- Follow up with partners to ensure timely submission of reports and invoices.
Nutrition (SFP)
- Supporting DHO teams with distribution planning and ensuring timely delivery of commodities at facility level by liaising with Supply Chain team.
- Supporting Storeroom management activities (hygiene practices, commodity management and documentation)
- Providing guidance on programme technical protocols (admission and discharge criteria etc.).
- Programme coordination with key offices (DHO, PNHAO etc.)
- Follow up with partners (DHO) on implementation of MoU activities and submission of technical reports are the MoU.
- Follow up with partners to ensure timely submission of reports and face forms
Supervisory Role
- Supervising and provide support to Drivers within the district. This should be done in coordination with MAs.
- Ensuring proper sharing and utilization of resources e.g transport, office items etc.
- Developing proper filing systems for letters, reports, project documents, and other key documentation.
CFMs and General coordination
- Resolving all programme issues in the field (feedback from community, government and other partners through various channels)
- Representing WFP at district level (technical groups e.g. DEC, DNCC, DAECC, DRMCs etc.
- Ensuring that project implementation adheres to the WFPโs general principles and policies, and AAP, gender and womenโs empowerment policies in particular.
- Preparing the ground setting and relevant documents when hosting missions
- Any other related duties as required.
QUALIFICATIONS AND EXPERIENCE:
Education: Completion of secondary school education. Bachelor of Science Degree in any of the following fields- Agriculture, Nutrition, Social Science, Environmental science, Community Development or related
Experience: Six or more years of progressively responsible work experience in the field.Knowledge and Skills:

โข Has observed or assisted with policy discussions.
Language: Fluency in both oral and written communication in English and Chichewa.
