Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women has been operational in Ukraine since 2016, with the overarching goal to ensure that women's and girlsโ€™ needs are met, they have access to their human rights, and that they can fully participate in decision-making processes at all levels. Our work today builds on the results and partnerships achieved through the implementation of our previous Strategic Notes. Despite the challenging and unpredicted context since February 2022, UN Women contributed to significant achievements in advancing gender equality and womenโ€™s empowerment (GEWE) in Ukraine. UN Women Country Office (CO) in Ukraine continues to support the implementation of the Women, Peace and Security Agenda (WPS) and national-level institutionsโ€™ development, implementation and monitoring of laws, policies and programs that advance gender equality and womenโ€™s empowerment. National womenโ€™s machinery, several key ministries, law enforcement agencies, women activist and womenโ€™s organizations remain key allies for UN Women WPS portfolio implementation. UN Women WPS team is also commencing a program to gender-mainstream the humanitarian mine-action sector, led by the Ukrainian Ministry of Economy in partnership with the Ukrainian Ministries of Defense and Interior Affairs (specifically the State Emergency Services of Ukraine). To do this, the UN Women COโ€™s WPS team seeks experienced national Programme Assistant to strengthen and support the WPS Programme team with financial and administrative portfolio.ย 

Reporting to WPS Programme Specialist, the Programme Assistant works with and provides support to the members of the WPS Programme team in the development and implementation of effective programmes consistent with UN Women rules and regulations.ย The Programme Assistant contributes to research, contractual, procurement and financial management, and programme implementation including providing necessary operational, administrative and programmatic support. The Programme Assistant works in close collaboration with the operations, programme and projectsโ€™ staff in the CO and UN Women HQs as required for resolving complex finance-related issues and exchange of information.ย Programme Assistant works also closely with WPS partners and supports them in financial reporting as well as builds their capacities and trains them on UN Women financial management.

Key Functions and Accountabilities

Provide administrative and logistical support for the formulation and management of programmesย  Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements, including tracking the delivery of funds;ย  Provide administrative support to the executing agencies / responsible parties on routine delivery and reporting of programme supported activities and finances;ย ย  Provide administrative support for the audit of programmes/ projects and support implementation of audit recommendations;ย ย ย  Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers, in collaboration with the Programme team.ย ย  Provide administrative support for the financial management of the Programme Unit: Create projects in Quantum system, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;ย ย  Provide administrative support in monitoring and preparation of budget and the finances of programmes/projects, and in the preparation of Funding Authorization and Certificate of Expenditures (FACE) forms;ย  Prepare non-Purchase Orders (PO) vouchers for development projects;ย  Process payment for consultants, as deleaged;ย  Create requisitions in Quantum system for development projects; register good receipts in Quantum system.ย  Provide administrative support to the Programme Unit: Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions;ย  Make travel arrangements for the Programme Team, including travel requisitions and claims;ย  Draft minutes in meetings, as delegated;ย ย  Assemble briefing materials and prepare power-point and other presentations, in collaboration with the Programme team;ย  Organize and coordinate filing of documents; maintain mailing lists.ย  Provide administrative support to resource mobilization: Organize, compile, and process documentation and information from donors, and programme team as inputs to various databases and documents.ย  Facilitation of knowledge building and knowledge sharing: Provide administrative support for the organization of training for the office staff and partners on programme and operations-related issues.ย  The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Knowledge of financial and administrative programme management;ย  Ability to create, edit and present information in clear and presentable formats;ย  Ability to manage data, documents, correspondence and reports information and workflow;ย  Good financial and budgeting skills;ย  Good IT skills; Knowledge of UN contractual modalities (procurement services, partnership agreements, consultancy work).ย 

Recruitment Qualifications

Education and Certification:

Completion of secondary education is required.ย ย  Bachelorโ€™s degree in business or public administration is an asset.ย 

Experience

At least 5 years of progressively responsible experience in administrative, financial or programme management/support;ย ย  Experience in working in a computer environment using multiple office software packages is required; Experience in the use of enterprise resource planning (ERP) systems, preferably Oracle Cloud, is desirable;ย  Experience in supporting a team is required.

Languages

Fluency in English and Ukrainian is required.ย  Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).ย
