Background:
The Organization for Security and Co-operation in Europe (OSCE) is an intergovernmental organization composed of 57 participating states from Europe, Central Asia, and North America. Its primary objective is to foster security, stability, and democracy through dialogue, cooperation, and the implementation of shared principles and commitments among its members. The OSCE addresses a broad spectrum of issues, including arms control, human rights, conflict prevention and resolution, as well as economic and environmental security. Its activities encompass monitoring elections, facilitating negotiations, and promoting human rights and democratic values.
In Tajikistan, the OSCE is represented by the Programme Office in Dushanbe (POiD), which engages in various initiatives aimed at enhancing stability, security, and democratic development. Key focus areas for the POiD include conflict prevention and resolution, border management and security, gender empowerment, and promoting good economic and environmental governance. The Office implements its activities across three dimensions: the Political-Military Dimension, the Economic and Environmental Dimension, and the Human Dimension.
The Office of the Head of Office is a key department within the OSCE POiD, focused on delivering effective leadership in the planning and execution of the Office's mandate. It consists of five units, including the Programme Coordination Unit (PCU), which is responsible for ensuring that the Office's programs are planned, implemented, monitored, and evaluated efficiently, effectively, and transparently and that all activities are conducted in alignment with the Common Regulatory Management System (CRMS).
Tasks and Responsibilities:
Under the direct supervision of the National Programme Coordination Officer and the overall supervision of the Senior Executive Officer, the Programme Assistant will contribute to achieving the objectives of the PCU and the POiD by implementing the following main functions:
Providing support and advice to UB and ExB Project teams on all aspects of Project management and phases of the Project management cycle, in close consultation with first and second-level supervisors, such as assisting throughout project proposal development, including revisions in line with OSCE Project Management standards, approvals, revising the progress/final project reports, monitoring projectsโ performance and budget utilization regularly and supporting the preparation of guidelines, templates, and reports, and maintaining effective communication with donors and DMF/Secretariat on pledge extensions, refunds, project amendments and project closures.
Managing and updating the Office's archives and data, and maintaining the DocIn database for key programmatic documents in line with the POiD File Plan and the OSCE Records Management standards.
Providing support for the administration of the HoM Facility Fund upon ad-hoc requests from stakeholders, and assisting programmatic colleagues with logistical arrangements in close coordination with FAU by ensuring compliance with CRMS. Acting as the Requestor in raising Purchase Requisitions in ORACLE for OHoO and monitoring the budget utilization.
Administering effectively and efficiently the programmatic-related communication between the POiD and the relevant stakeholders, Secretariat and other OSCE Executive Structures (ESs). This encompasses request letters to donors, response letters to implementing partners, and replies to queries from the Secretariat or other ESs, etc.
Supporting the collection, organization, and analysis of relevant project and programme data to facilitate the Head of Officeโs visits, meetings, discussions, and presentations. This involves preparing briefing notes, coordinating administrative arrangements such as translation services, catering, and handout materials, and ensuring that all information is accurate, current, and tailored to the specific context of each engagement.
Performs other related tasks as assigned

Necessary Qualifications:
Proven ability and willingness to work collaboratively with individuals from diverse cultural, religious, and political backgrounds while demonstrating impartiality and objectivity;Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.Excellent written and spoken communication skills in English, Russian, and Tajik.
Remuneration Package:
Monthly remuneration, subject to social security deductions is 892.75 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
