Setting and ReportingThe post is located in the Human Trafficking and Migrant Smuggling Section (HTMSS) of the Organized Crime and Illicit Trafficking Branch (OCB) of the Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will work under the direct supervision of a Crime Prevention and Criminal Justice Officer (Team Leader, Child Trafficking, Survivor Engagement, and Partnerships Team) and the overall supervision of the Chief of Section. ResponsibilitiesThe incumbent will perform the following specific duties: โ€ข Provide assistance in support of the planning and implementation of activities/processes for the UNODC Action against Human Trafficking and Migrant Smuggling (GLOTS3), in particular those activities falling within the scope of the Survivor Empowerment, Children and Partnerships Team. โ€ข Assist in the coordination of programme/project planning and preparation work for, typically a medium-size and complex component of the Teamโ€™s programme/project initiatives; monitor the status of programme/project proposals and receipt of relevant documentation for review and approval. โ€ข Perform, under minimal supervision, the full range of programme, administrative and logistic support for the implementation of HTMSSโ€™ core mandates, projects and tasks including support for the organization of meetings, conferences, study visits and technical assistance. โ€ข Serve as a focal point for administrative coordination of programme/project implementation activities, liaising extensively with diverse service units to initiate requests, obtain necessary clearances, process and follow up on administrative actions, e.g. recruitment and appointment of personnel, placement, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc., and liaise frequently with internal team members both at Headquarters and in the field. โ€ข Review project documents, especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identify inconsistencies; distribute project documents to relevant parties upon approval. โ€ข Review budget revisions; verify availability of funds; ensure necessary approval and entry in computerized budget system. โ€ข Compile, summarize and enter data on project delivery; draft related status reports, identifying shortfalls in delivery, budget overruns, etc., and report to management. โ€ข . โ€ข Provide general office assistance; organize meetings, workshops; handle routine administrative tasks, such as maintaining attendance records, assessing telephone billing, etc. Organize meetings, workshops and similar events. โ€ข Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. โ€ข Assist with visualizations and updating information material such as web pages or brochures. โ€ข Draft routine correspondence and respond to complex information requests and inquiries using standard word processing package to produce a wide variety of large, complex documents and report, review, log and route incoming correspondence; set up and maintain files/records. โ€ข Provide advice and guidance to staff, including new, junior staff, also with respect to administrative procedures, processes and practices, liaising with central administrative services as necessary. โ€ข Perform other work-related duties as assigned. Work ExperienceA minimum of five years of relevant working experience in programme or project administration, technical cooperation or related area is required. The minimum years of relevant experience is reduced to 3 for candidates who possess a first-level university degree or higher. Experience in an international organization or within the United Nations System is required. Experience using Microsoft Office tools is required. Work experience with an Enterprise Resources Planning (ERP) system is required. Work experience with SAP-based applications (such as the in-house UMOJA), in particular, relating to grants management, finances, travel, procurement, and Inspira or similar business process systems is desirable. Experience in working with European Union funded programmes/projects is desirable. Experience working with counterparts in different country or field offices is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage. AssessmentEvaluation of qualified candidates may include an assessment exercise and a competency-based interview.
