The Position:
UNFPA under the 10th Country Programme Document (CPD) (2023-2027) envisages to contribute to accelerate progress towards the achievement of the three transformative results of reducing preventable maternal deaths, unmet need for family planning, and gender-based violence and harmful practices, including child marriage. In realizing this vision, the focus of the 10th country programme will be on addressing discriminatory gender and social norms and disparities that restrict access to high-quality and inclusive sexual and reproductive health services, particularly for those most left behind, as well as scaling up advocacy for young peopleโs education, employment, engagement, and health to harness the demographic dividend.
UNFPA works in partnership with key government institutions, including social welfare and women development departments, commissions on the status of women and criminal justice sector institutions to implement comprehensive federal and provincial programmes to advance the agenda of reducing gender-based violence and child marriage.
The Programme Analyst-GBV will work in a highly complex environment requiring programmatic collaboration with relevant government agencies, civil society partners at provincial level in Sindh. This will involve close coordination with women machineries (women commissions on the status of women, women development department, social welfare departments) and criminal justice sector actors including police, prosecution, and judiciary, provincial government agencies, civil society organizations within the relevant sector, UN organizations, community-based organizations and development partners. She/he will support implementation of the Gender and Social Norms output under the 10th CPD (2023-2027).

Job Purpose:
The Programme Analyst โ GBV is based in the UNFPA Pakistan Sindh Sub- Office. Under the overall supervision of the Head of Sub-Office Sindh, the Programme Analyst GBV will be responsible for providing technical and programmatic assistance in the planning, conceptualization, implementation, monitoring, and assessment of GBV component of UNFPA 10th Country Programme primarily for the delivery of Foreign, Commonwealth & Development Office (FCDO) supported Aawaz-II programme and other components of GBV.
As a team member of the UNFPA Provincial Office, the Programme Analyst GBV will closely coordinate and work with the Sindh programme team, the Gender/GBV team at Country Office and other thematic teams for the implementation of the programmatic activities. She/he will be responsible to assist in day to day management of GBV component of Aawaz-II programme, support implementation of the other GBV components of the UNFPA Country Programme and will provide programmatic support to programme colleagues in the province and Islamabad.
You would be responsible for:
Programme Management and Technical Assistance
Facilitate in the implementation of the GBV component of the UNFPAโs Country Programme including Aawaz-II and preparation of subsequent Work Plans by partners at provincial level. Coordinate with implementation partners in a periodic manner to ensure timely and quality execution of the work plans, submission of the progress reports, including financial reports (FACE forms). Substantially contribute to conducting policy related scanning and to the development of new policies to advance GBV and Social Norms agenda in the province. Provides technical guidance to women machineries and other related departments covered under essential services package including like health, police and justice and planning and development and other relevant government agencies in the development and roll out of GBV related SOPs, service protocols, guidelines and trainings including GBV Case Management. Facilitate capacity building initiatives in GBV component in collaboration with government and implementing partners. Expedite and coordinate programme implementation through establishing collaborative relationships with implementing agencies, experts, government counterparts and other UN agencies, facilitating timely and efficient delivery of programme inputs and addressing technical assistance needs. Support the identification of the existing capacities and identify training needs for staff, subsector members and implementing partners and support the adaptation of the existing training materials according to local context and ensure implementing partnersโ access to relevant training sessions. Support in the development and roll out of innovative approaches for training and development and dissemination of the information materials for different stakeholders.Knowledge development and sharing
Provide technical guidance and support in undertaking operations research to improve current policies and programs on GBV. Help create and document knowledge about current and emerging GBV and Social Norms Work, by analyzing programs, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and share with management for use in knowledge sharing and planning future strategies. Compile good examples, experiences and success stories from other countries and share with relevant partners for adaptation. Provide technical support to Protection Sector Working group, Inter-sectoral coordination Working group, PSEA and others as required. Contribute to publicize UNFPAโs GBV work through press releases, articles, documentaries, etc, in coordination with Communication team.Partnerships and Resource Management.
Participate in policy dialogues, prepare policy briefs and strategy papers and other materials that can be used for advocacy and mainstreaming work in sectoral, national, provincial plans, policies and programs; Assist the management to maintain a continuous flow of information with government and donors / development partners and pursue innovative ways to maintain and create new partnerships. Participate in the UN system joint initiatives in the province as part of One Programme as and when required, and assist programme team to the selected thematic group; Facilitate/ coordinate and contribute to develop technical proposals, concept notes and project documents for resource mobilization under GBV and Social Norms portfolio; Organize site visits and prepare briefing notes for existing/potential donors on GBV portfolio of the UNFPA Country Programme at provincial level; In liaison with provincial colleagues and implementing partners, prepare and/or contribute to donor reports; Perform other tasks assigned by supervisor and senior management.Qualifications and Experience:
Education:
Advanced university degree in Anthropology, Psychology, Gender studies, Development Studies, International development, Human rights/laws, or other related fields in social sciences.
Knowledge and Experience:
At least 2 years of increasingly responsible professional experience in planning, implementation, coordination and management of development and humanitarian programmes and projects specially on GBV and Gender and Social Norms; Substantial technical knowledge, strategic and analytical thinking and experience of working on the issues of GBV; Understanding and experience of working with government, women machinery and parliamentary mechanisms, processes and policy making, and of the political environment. Excellent understanding of the country and Sindh province context. Proven track record of networking skills, building and nurturing relationships and influencing external stakeholder agendas. Demonstrable commitment to achieving the results, to instilling innovation and creativity, ability to work independently and in the team. Knowledge and experience working with the UN system would be an advantage. Demonstrable writing, presentation and computer skills. Strong communications and writing skills in English. Proficiency in current office software applications, such as Word, Excel and Powerpoint; familiarity and experience using online communication tools; overall internet literacy.Languages:
