Norcap is looking to recruit a Programme Adviser who will provide essential thematic and operational support to the Election and Democracy Team to deliver effectively on the Teamsโ Work plans in line with the NORCAP strategy
The Programme Adviser works under the guidance of the Thematic Manager and will be responsible for the thematic aspects of assignment of election observer and contribute to the operationalisation of thematic strategies, ensuring smooth coordination, logistics, and administrative routines.ย
This position is for internal candidates only (candidates who are currently members of staff with NRC or were staff members within the last 2 years)
Responsible for the coordination of NORCAP election observer assignments to international election observation missions, including selection of observers, organizing briefing and debriefing, and reporting, in close cooperation with Operational HR Advisers.ย ย
Stakeholder Liaison: Serve as the primary operational contact with the Norwegian MFA and Embassies regarding observer assignments, and liaise with EOM partner organisations.
Process streamlining: Support the Operational HR Advisers in streamlining processes for assignment, including security compliance and staff care.ย
Training and Capacity Building: Plan, develop and implement capacity building activities for the observer pool, including training for short-term and long-term observers, staff care seminar and security awareness training.ย
Roster management: Support maintenance and updating of the observer pool, including contributing to recruitment processes.ย
Thematic Events & Outreach: Support the planning and execution of thematic events and outreach activities, including media and social media engagement
Observer Programme to Norwegian Elections: Coordinate logistics and implementation of the biennial programme welcoming election management bodies from transitional countries.
Partnership Support: Support maintenance of existing partnerships and establishment of new ones, ensuring alignment with thematic priorities and strengthening NORCAPโs cooperation with national and international partners and networks.
- 4 years of relevant experience within field of expertise, e.g. project management, election support
- Strong organizational and administrative skills, including event organisation
- Effective communication, coordination, and people skillsย
- Excellent written and oral communication skills in English and Norwegian
- Higher education within a relevant field, such as Human Rights, Social Sciences or similar.ย
- Strong computer/IT skills
