    Brazil plays a key role in regional and international migration, both as a destination and origin country. The country hosts nearly 2 million international migrants, with significant flows from the Global South, specially from Venezuelans, Haitians, and Bolivians โ€” many of whom are in vulnerable situations. Brazil also has a diaspora of over 4 million people outside the ย Country, having North America and Europe as their main destinations, forced or not to seek socioeconomic integration.

    Brazil also has a significant flow of internal mobility, driven by various factors such as economic, social, and environmental reasons. According to the 2022 Census, 19.2 million Brazilians live outside their region of birth. This movement typically happens from smaller towns to larger cities, with most people living in vulnerable situations in the outskirts of major urban centres. These individuals are at risk of human trafficking and other human rights violations. IOM Brazil supports the government in coordinating and delivering protection outcomes for migrants through joint coordination agreements, partnerships with various government departments for service provision, and regular dialogue at all levels on issues of migrant protection.

    The CO supports the Brazilian government in areas such as:

    • Migratory documentation and regularization.
    • Socio-economic integration and access to services.
    • Protection and humanitarian assistance in response to large-scale migration.ย 
    • Border management, with 10 South American countries presenting challenges related to cross-border mobility, including human trafficking and other rights violations.ย 
    • Counter Trafficking in Persons and Migrant Smuggling.ย 
    • Support actions for environmental preservation and climate change.
    • Humanitarian reception actions for Brazilians repatriated from war zones.ย 
    • Humanitarian reception actions for deported Brazilians.ย 
    • Strengthening public policies for the prevention, reception, and reintegration of Brazilians displaced by disasters.ย 

      Currently, IOM Brazil is engaged in three major emergency responses:ย 

      • Operation Welcome for Venezuelan migrants.ย 
      • Flood response in Rio Grande do Sul.ย 
      • Humanitarian reception for Brazilians deported from the United States.

        In this context, the incumbent will coordinate and implement programmatic activities in areas such migration, humanitarian assistance, strengthening public policies that guarantee rights to people on the move, counter trafficking in persons and smuggling of migrants, and support the Federal Government in organizing humanitarian emergency responses. This position involves working with internal teams and external partners in order to guarantee effective project execution and IOMโ€™s initiatives in Brazil, especially coordinating and interacting with the Federal Government and other relevant authorities. The incumbent will ensure that IOM can fulfil its role in supporting the Government of Brazil in leading the response efforts for migrants in line with the Global Compact for Migration. Specifically, he/she will advise senior

        management on issues and processes related to government relations and positioning, coordination, advocacy, information, resource allocation, fundraising, reporting, and communication with other UN agencies, NGOs, civil society actors, and other relevant stakeholders through strong engagement in interagency humanitarian processes. The incumbent is expected to support the development of effective relationships with the government, especially at the federal level, as well as assist the government in identifying entry points for migrant-sensitive policies and programs and in developing models to ensure access to basic services. Under the overall supervision of the Chief of Mission (CoM) in Brazil and direct supervision of the Head of Programmes, and in close coordination with the Regional Thematic Specialists (RTS) at the Regional Office (RO) for the Americas and Caribbean in Panama City and relevant Divisions/Departments/Units at Headquarters (HQ), the Programme Officer will be responsible for managing, coordinating and overseeing the activities of the Programmes Unit in Brazil Country Office.

        1. Oversee the effective development and implementation of the Programmes Unit by exercising administrative, operational and financial management responsibility for relevant projects.
        2. Provide operational management, guidance and technical supervision to the Programmes Unit national and international staff, assisting on programmatic strategy and implementation, including where to focus programme resources and operational challenges as they arise.
        3. Establish, maintain and further expand strong relationships across UN Agencies, humanitarian organizations, government and community interlocutors, and with a broad range of other local interests toward the successful implementation of the Programmes Unit.
        4. Identify the priorities arose during the implementation of the Programme and coordinate the design and contribute to the development of the new projects under the Programme and activities based on solid results framework and in response to emerging trends and priorities, as well as donor interests and requirements, in close coordination with the COM, Regional Office, relevant Units at HQ, as well as with Government counterparts and other relevant public/private sectorโ€™s partner organizations.
        5. Ensure that the key programmatic directions are shared with international stakeholders, including donors, to maximize impact, minimize overlapping and stimulate funds mobilization for the new programmes.
        6. Ensure timely and quality preparation and submission of all programme reports, in close coordination with all relevant units, including Resources Management Unit, Operations Unit, Programme Support Unit, and Communications Unit of CO according to requirements of IOM, donors and relevant stakeholders.
        7. Coordinate and manage the elaboration and compilation of programme updates/briefs for donors, government and other relevant stakeholders, by ensuring compliance with donor requirements and procedures.ย 
        8. Monitor progress against strategic objectives, programme benchmarks, and provide advice with respect to improvements and corrections; oversee the establishment of a common Monitoring and Evaluation (M&E) framework that incorporates regular reporting requirements and impact evaluation strategies, in close coordination with M&E Officer of CO.ย 
        9. Ensure that the objectives set in programme documents and budgets, M&E frameworks and work plans are compliant with IOMโ€™s organizational policies and donorโ€™s contractual requirements, interests and expectations.ย 
        10. Oversee the production of visibility/communications materials in close coordination with Public Information Officer/Focal Point of the CO.ย 
        11. Guide, monitor and follow-up with relevant staff in support of COโ€™s strategic inputs and key decisions, including substantively contributing to the COโ€™s development of the country programme.ย 
        12. Participate and engage actively at relevant donor or partner meetings, briefings and conferences at the international and national level.ย 
        13. Supervise and provide technical support to all relevant Programme staff. Mentor and support staff, conduct relevant trainings and ensure the capacity building of Programme staff.ย 
        14. Coordinate the development, dissemination and regular update of assessment and monitoring tools. Draft Standard Operating Procedures (SOPs) for Programme activities, if required.ย 
        15. Oversee the development and maintenance of data collection and analysis mechanisms for IOMโ€™s ongoing or new programmes and share relevant information with partners within the humanitarian community.ย 
        16. Undertake travel duties nationally or internationally, as required, including the regular visits to Sub-Offices, to coordinate, develop and/or support programme implementation. 1
        17. Perform such other duties as may be assigned. Education
          • Masterโ€™s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies or a related field from an accredited academic institution with five years of relevant professional experience; or
          • University degree in the above fields with seven years of relevant professional experience.Accredited Universities are those listed in the UNESCO World Higher Education Database.ย Experience
            • Experience in programme conceptualisation, development, monitoring, reporting and evaluation;
            • Experience in team management and demonstrated flexibility and adaptability to frequently changing situations are also necessary.
            • Experience in programme development and capacity-building activities;
            • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
            • Proven experience working with Brazilian federal government authorities is required
            • Familiarity with financial and business administration;
            • Sound and proven understanding of internal and international migration issues in the country and in the region;
            • Experience in organizing consultations, workshops and seminars with high level stakeholders;
            • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
            • Knowledge of UN and bilateral donor programming.Skills
              • Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities, and a broad set of stakeholders;
