โโThe International Organization for Migration is actively supporting the response to the Ukraine crisis through direct provision of health care services using mobile clinics, provision of medical supplies and commodities as well as supporting health workers' capacity development. IOM is a key member of the United Nations Country Team (UNCT) and the Health Cluster in Ukraine and actively participates in the Health Sector Working Group.ย
โUnder the overall supervision of the Chief of Mission and direct supervision of the Programme Manager โ (Emergency Health and Recovery), the National Programme Officer (Emergency Health and Recovery) will support the IOM Emergency Health and Recovery operations towards the successful implementation and monitoring of IOM Ukraineโs Emergency Health and preparedness and response and recovery projects in Ukraine.ย
- โโโโโSupport the implementation of emergency health and recovery programmes, in Ukraine. Ensure coordination with national and local health authorities. Contribute to identifying operational challenges and possible solutions and remain available for short-notice deployment to field locations as part of a rapid response team.ย
- โIn coordination with the supervisor, support migration health projects development, monitoring, reporting and evaluation including donors and IOM visibility materials.ย
- โSupport the implementation and monitoring of emergency health and recovery interventions including, but not limited to:ย
- โThe identification, selection, onboarding, monitoring and capacity building of implementing partners to deliver quality health-related services in line with IOMโs policies and requirements.ย
- โSupport the provision of health services through IOM supported mobile clinics, primary health care facilities according to national and WHO guidelines (this includes supporting the development protocols, SOPs, clinical guidelines, training modules and training of staff).ย
- โWork in tandem with the National Procurement Officer for the prepositioning of medical stock, inventories and distribution plan. Support technical evaluations for the procurement of medical equipment and goods. Coordinate the distribution plan and proper filing of donation documentations for reporting and auditing as required.ย
- โSupport the identification and assessment of health facilities for repair and renovation. Monitor the recovery operations including healthcare worker capacity building in selected health facilities in close collaboration with national and local authorities, IOMโs Shelter and WASH units and any other relevant unit if needed.ย
- โSupport the development of health data collection tools and monitor the timely collection, aggregation, analysis of emergency health and recovery data. ย
- โIn coordination with supervisor, prepare and submit regular internal and external reports (to PSU, Donors, Health Cluster, etc.) related to the IOM health response in Ukraine.ย
- โParticipate in rapid health and nutritional assessments to identify key and urgent needs as needed or directed by the health sector, ensure that all related health activities deliver quality services.ย
ย ย ย 4. Support the coordination, development and facilitation of staff training sessions for emergency preparedness and response activities (this may include coordination with partners such as WHO/Health Cluster, UNFPA, UNICEF, IFRC or other IOM implementing partners).ย
ย ย ย 5. โSupport the implementation of contact tracing and community-based surveillance activities related to outbreak surveillance and response.ย
โ ย ย ย 6. In coordination with the supervisor, attend relevant coordination meetings and support efforts to strengthen collaboration with local health authorities (including the Ministry of Health) and partners (WHO/Health Cluster, Sub Cluster Working Groups, UNICEF, as well as other actors).ย
ย ย ย โ7.Supervise health Programme Associates and provide necessary guidance for proper project planning, implementation, monitoring, tracking, reporting and evaluation. ย
ย ย ย โ8.Provide regular reports on ongoing and completed health activities, input for Sit Reps like key achievements and challenges encountered through established channels of communication within the Emergency Health Unit; ensure appropriate documentation and filing of all health and related activities.ย

- โโMasterโs degree in nursing, medicine, community or public health or a related field from an accredited academic institution; or ย
- โBachelorโs degree in the above fields with two years of relevant professional experience.โย Experience
- โโAt least two years of operational and field experience in implementing emergency health activities, including those for outbreak prevention, detection and response for migrants, refugees and displaced persons and other vulnerable groups; and early recovery or post-crisis emergency health programming. ย
- โDemonstrated experience in coordination and liaison with government authorities, knowledge of structures and functions of the primary health care system, and of national, UN and international health agencies and donors.ย
