The armed violence in Ukraine has led to significant humanitarian impacts, including loss of life, injuries, mass displacement, and destruction of infrastructure. According to OCHA, 18 million people are projected to be affected, with 6.7 million newly internally displaced. Of these, 12 million will need humanitarian assistance, including 6 million with urgent needs such as shelter, water, sanitation, hygiene services, and basic non-food items.

IOM continues to provide Shelter and Non-Food Items (NFI) assistance in Ukraine.ย Under the overall supervision of the Chief of Mission and the Programme Officer (NFI/Common Pipeline), and the direct supervision of the Project Officer (Shelter), and in close coordination with the Head of Field Offices and their areas of responsibility in Dnipro, Kharkiv, Poltava, and Kirovograd, as well as other technical programme specialists, the incumbent will support the implementation of IOM Ukraineโ€™s efforts to increase community resilience and cohesion.

The incumbent will be responsible for monitoring repair and rehabilitation activities in coordination with relevant colleagues, partners, and municipalities. They will support the needs identification for shelters, social institutions, and collective centers regarding infrastructure repairs and refurbishment. Additionally, they will follow up on the work of implementing partners and contractors and organize and monitor all shelter-related activities in various modalities at the community level.

  1. In close coordination with the Programme Officer (NFI/Common Pipeline) and the Project Officer (Shelter), lead the implementation of the project in Easter region of Ukraine, by coordinating the activities of IOMโ€™s SNFI team and consultants; monitor implementation of SNFI activities in the area of responsibility to confirm work is proceeding according to established plans; analyses difficulties and make recommendations for adjusting implementation modalities and work plans to reflect changing environment on the field.
  2. Coordinate and monitor the operational, administrative, and financial aspects of the SNFI project in area of responsibility in accordance with IOM policies and donor requirements.
  3. Provide procedural inputs to the programme procurement plans in accordance with IOM policies and donor requirements. Liaise with the Supply Chain unit and Resource Management unit throughout the procurement process, providing technical support by reviewing or preparing Bills of Quantity (BoQs) and other construction-related procurement documents, performing bid analysis, and conducting technical evaluations of bids to ensure a transparent and fair tendering process.
  4. Support the development and/or updating of standard operation procedures (SOP), need assessment and verification tools, reporting templates, risk register and other relevant tools for the shelter projects.
  5. Utilize and maintain work schedules using automated systems for progress tracking and indicating the status of ongoing and completed works. Maintain continuous follow-up to ensure thatย  scheduled completion timelines are met and kept current.ย 
  6. Support the preparation of contracts with implementing partners, reviewing their proposals and budgets in coordination with the IOM grant compliance unit, and monitoring the implementation of their activities. Follow up on payments to partners, verifying that contracted work meets agreed-upon standards and milestones.
  7. Supervise and train the shelter staff and consultants for eastern region. Monitor the performance and provide feedback. Process the contract renewal and payment for the consultants in coordination with HR.
  8. Coordinate the timely preparation and dissemination of project reports, briefing notes, presentations, info sheets, narrative and financial reports, and status updates, verifying that all data are being reflected accurately and in compliance with IOM procedures and donor requirements.
  9. Participate in key forums like cluster meetings, maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
  10. Plan, coordinate, and conduct capacity-building workshops for internal and external parties, including IOM field staff, consultants and contractors and partners.ย 
  11. Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc.
  12. Perform such other duties as may be assigned.ย  Education
    • Bachelorโ€™s degree in Civil Engineering or Architecture from an accredited academic institution, with at least 2 years of relevant professional experience; or
    • Master`s degree in the above-mentioned fields from an accredited academic institution
    • Certification as a licensed professional engineer is an advantage. ย  Experience
      • Experience in the field of construction engineering and contract management.
      • Experience in managing teams and establishing a positive working environment.
      • Experience in design, planning and implementation of civil design projects.
      • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
      • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting. Skills
        • Knowledge of field engineering, site supervision, and construction/finishing materials.
        • Knowledge of humanitarian relief operations related to the Ukrainian context, especially in Shelter sector.
        • Knowledge of applicable codes, policies, standards and best practices related to project.
        • Knowledge of financial rules and regulations.
        • Knowledge of UN and bilateral donor programming.
        • Excellent knowledge of structural analysis and operating adequate software. Also using of software such as AutoCAD and MS Project. Languages
