USAID Egyptian Pioneers (UEP) is building a more inclusive and capable workforce that elevates sectors critical to Egyptโ€™s economic growth, including womenโ€™s empowerment, health, digitization, and climate goals. This program is being implemented by the American University of Cairo (AUC) in partnership with FHI 360 and other partners. The USAID Egyptian Pioneers (UEP) program will provide training and scholarship opportunities at Egyptian and US universities to mid-career Egyptians working in sectors vital to Egyptโ€™s development, as well as undergraduate scholarships to young Egyptians from underserved and marginalized populations to obtain degrees and meaningful employment in the same sectors. USAID is working closely with government ministries and institutions, the private sector, and public and non-public universities to ensure the program addresses their needs and capitalizes on opportunities that directly relate to Egyptโ€™s development objectives.

Job Description:

The Program Officer for Scholars Support will be responsible for providing administrative, operational, and minimal technical assistance for the scholarship program. This position is based in the USA and will work under the supervision of the project manager, collaborating closely with the AUC team in Cairo and the FHI 360 project team based in Washington, DC. The officer will perform the following duties:

Programmatic Administration:

  • Provide administrative and operational support to the program scholars, including the procurement of goods and services, travel arrangements from Egypt to the USA and back, hotel and housing arrangements, and the availability of amenities for scholars.

  • Process and track the monthly living allowances, housing rent, and utility bills for scholars, ensuring that all backup documents are filed properly.

  • Assist with preparing J-1 visa documents and coordinate closely with AUC to ensure the documents meet J-1 visa requirements.

  • Work with the project teams to coordinate the periodic technical and administrative meetings and other project related meetings and ensure that minutes from meetings are regularly updated for use by the program.

  • Assist program scholars with cultural adjustment, exploration, U.S. banking troubleshooting, ensuring medical insurance coverage and access to care and emergency support.

  • Support the team in tracking and following up on work plans, budgets, and deliverables.

  • Under the guidance of the project manager, engage in regular meetings on all program matters to ensure seamless implementation of activities.

  • Support the project team to ensure that the scholars are provided with detailed information about what is expected of them during and after the trainings in the USA and Egypt.

  • Assist the project team with pre-departure orientation for travel to the USA and post-departure orientation before returning to Egypt, as well as conducting post-training surveys and ensuring accurate data collection.

  • Assist the project team in developing the sub-award packages and processing the subaward invoices.

  • Support the program implementation in accordance with FHI 360, AUC guidelines, and policies, as well as USAID regulations to ensure compliance.

  • In close collaboration with the project manager, FHI 360, and other relevant team members, maintain SharePoint files for each scholar, including regular updates as required.

  • Perform other duties as assigned.
