ContextDue to humanitarian needs IOM is currently implementing projects in various thematic areas in support of the government, such as: stabilization of communities through community planning; peace building through conflict management and prevention; disengagement, disassociation, reintegration and reconciliation; humanitarian emergencies for crisis-affected populations, displacement monitoring, emergency shelter/NFIs, etc. crisis-affected populations, displacement monitoring, emergency shelter/NFIs, protection and migration assistance, including the fight against human trafficking and assistance for voluntary return; health promotion and health assistance the fight against trafficking and assistance with voluntary return; health promotion and assistance for migrants, as well as mental health and psychosocial support. According to the Humanitarian Response Plan (HRP) published in April 2024, around 3.4 million people, or one in six, require emergency assistance as a result of the three humanitarian crises facing the country (Cameroon): 1) the Far North region, 2) the North West and South West regions (NWSW), and 3) the refugee crisis in the East. Added to this are the socio-economic repercussions of a global health crisis and the conflict in Ukraine, which has led to a rise in world food prices, exacerbating poverty and hunger in vulnerable communities. Faced with this situation, IOM Cameroon is striving to diversify its partnerships, with particular emphasis on the private sector. The mission, which focuses mainly on humanitarian, peace and development projects, as well as programme design and implementation, will take place in and around Yaoundรฉ. The main objective will be to provide essential support for the peace-building and stabilisation initiatives currently funded by the Japanese government.
Task DescriptionWithin the delegated authority and under the supervision of the Chief of Mission or his/her designated mandated representative(s), the UN Volunteer Programme support Officer will: โข Project Proposal Development: Contribute to the writing and consolidation of project proposals and concept notes. Ensure alignment with governmental and CO strategic and operational priorities, based on needs assessments and in line with donorsโ interests and requirements for negotiations and submission to donors. โข Project Development Support: Provide substantive inputs to the CO on Project Development to ensure that projects, inter-agency joint projects, and other funding requests are aligned with institutional strategies, guidance, and practices โข Review and Endorsement: Facilitate the timely review and endorsement of concept notes, proposals, and donor reports on IOMโs relevant software application and in compliance with the IOM Project Handbook. โข Liaison and Fundraising: Support the COโs liaison and fundraising activities by identifying opportunities and building partnerships with donors and the private sector to enhance the COโs portfolios and funding potential โข Meeting Facilitation: Organize, attend, and document meetings with donors and partners. Collect and analyze data on donorsโ policies, approaches, and funding opportunities to inform strategic decision-making. Maintain proactive follow-up and communication to secure and strengthen partnerships as needed in view of new project opportunities โข Documentation and Communication: Write and compile relevant information and documentation to support project development, reporting, and donor engagement. Prepare briefs, summaries, and other necessary documentation to support strategic communication. โข Knowledge Management: Assist in the general knowledge management efforts of the Mission, including the regular updating of information management systems, reporting schedules, and general project information โข Coordination and Reporting: Contribute to and support the coordination and writing of project reports to donors in partnership with project management staff. โข Stakeholder Liaison: Support and assist in liaising with relevant authorities, United Nations Country Team (UNCT), other UN organizations, civil society organizations, and other stakeholders. โข UN Coordination Mechanism: Participate in the UN coordination mechanism, particularly the Programme Management Team (PMT), to ensure alignment and collaboration with UN initiatives โข Visibility and Communications Support: Provide visibility and communications support, including designing promotional materials and managing media coverage โข Monitoring and Evaluation: support baseline and endline project assessments as well as monitoring projects from start to end to enhance fundraising efforts. โข Donor Reporting and Compliance: Support donor reporting, compliance with organizational policies, and capacity-building initiatives, contributing to the overall success of programs Results/expected outputs: โข Project proposals and concept notes must be of impeccable quality, aligned with government and donor strategic priorities, and submitted on time. โข Projects must be designed and developed in a way that is consistent with institutional priorities, best practice and community needs, thereby ensuring their relevance and effectiveness. โข Identification of funding opportunities and creation of strong partnerships with donors and the private sector, to facilitate diversification of funding sources and strengthen project funding capacity. โข Regular organization and follow-up meetings with donors and partners to foster ongoing communication and the establishment of solid relationships that support future project opportunities. โข The creation of strategic documents (summaries, briefs, reports) that support communication with donors and partners, reinforcing transparency and commitment. โข Maintaining an up-to-date information and knowledge management system, facilitating access to information and effective decision-making within the organization. โข Well-written project reports detailing the results and impact of projects, helping to maintain donor confidence and ensure transparency in the use of funds. โข Smooth collaboration with local authorities, UN agencies, NGOs and other stakeholders, helping to integrate projects into local and international initiatives. โข Projects should be aligned with global UN initiatives, ensuring synergy and complementarity of efforts to achieve sustainable development goals. โข The implementation of constant monitoring and project evaluations, enabling interventions to be adjusted according to the results obtained, thereby improving the effectiveness of ongoing projects and strengthening fundraising efforts. โข Strict compliance with donor requirements and internal policies, ensuring financial transparency and sound management of resources, thus contributing to IOM's credibility and reputation.

Living conditions and remarksCameroon is family duty station. The country is with a tropical climate. There are two rainy seasons (April-May and September-October). The average temperature is 25 degrees Celsius. Health: UN Volunteers should be aware that they are exposed to a number of tropical diseases and should complete all medical formalities specified in the offer of assignment before travelling and bring with them sufficient and appropriate medical supplies. The following vaccinations are required and/or recommended prior to travel or upon arrival: Covid-19, yellow fever (required for travelers arriving), polio, rabies, tetanus/diphtheria, measles-mumps-rubella (MMR), malaria (prophylaxis is recommended for almost all of the country). UN staff has 24-hour access to a fully operational UN medical clinic, run by the UN Doctors, during office hours. There is also a selection of other health facilities available in Cameroon. Accommodation: The UN Volunteer will be responsible for arranging his/her own housing and other living essentials. However the UNV Field Unit will provide the list of UNDSS recommended neighborhoods and put the newly recruited UN Volunteer with other UN Volunteers to facilitate his adaptation. Power and water: in most regions, including Yaounde, both electricity and water is readily available. Most hotels have secured water and generators in the event of a power failure. Food and diet: fresh food is seasonal but varied. Most staple foods are common in the supermarkets. Yaounde has a selection of reasonably priced restaurants with good health standards. Restaurants can be found in the provinces as well, but the standard, the quality of food and the level of hygiene may be limited, while availability of certain foods may be limited or seasonal as well. The usual precautions need to be taken when eating outside the home: no salads, bottled water and all meat to be thoroughly cooked. Minor stomach upsets are almost inevitable at some stage. Bank and Communication: Upon your arrival in Cameroon, your account will be opened with a foreign bank. The currency of account is normally XAF. You can purchase SIM card in Cameroon from any of the leading telephone companies for your personal use; if required (on the basis of your working requirements), you can be issued an official SIM card by the Office (upon request of your respective section). Besides the SIM card, you would also get the PIN Code from CITS to make international/local calls, which are usually cheaper than the mobile phones (and the cost of personal calls will be deducted from your monthly entitlements). Cameroon is a unique country; however, it requires more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in hazardous and harsh conditions involving physical hardship and little comfort are essential.
