Program Officer, Assistive Technologies

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Program and Position Overview:

Exclusion due to children’s disability is one of the largest hidden problems in order to obtain equal opportunity. It is estimated that more than 200 million children in low-resource settings are lacking this equal opportunity. Those children, particularly from 0 to 6 years old, are usually segregated from the community due to stigma and social disgrace, minimizing their learning capacity in the vital developing years.

Children with disabilities need early identification and assistive technology to ensure and maximize their development and learning skills allowing them to be integrated into social aspect and fully functioning. However, limited facilities offer qualified screening and proper intervention, play therapy and assistive technology, e.g. wheelchair, hearings, visual aids. When assistive products are available, they are often expensive, limiting affordability and access to better quality aids. The limited number of trained healthcare providers usually results in missed opportunities for early detection and appropriate intervention.

The Government of Indonesia is a signatory to the Sustainable Development Goals (SDGs) and the UN Convention on the Rights of People with Disabilities (UNCRPD). Additionally, the Government of Indonesia has committed to achieving the Universal Health Coverage agenda. In line with government commitment CHAI will deliver “Build a World of Play” program specifically to 1) increase HCWs capacity in early identification for children with disability under the age of 6 years old, 2) improve access to qualified AT products, 3) improve access to play & learn for children with disability.

We are seeking a Program Officer to support CHAI Indonesia's assistive technology team. This person should possess exceptional relationship building skills and have experience of working in challenging environments.

Responsibilities

• Develop technical activities for health professionals and social workers with the required skills & training to improve early detection & intervention of children with disabilities.
• Support the development of organized events for improved & integrated service delivery points/center for early child development program (child screening & interventional therapy), in health facilities or at schools/education programs, including AT services (repair & fittings).
• Support technical efforts in the integration of SI- play (Sensory Integration) into the existing child intervention platforms.
• Coordinate and communicate with AT suppliers and distributors and support technical activities relevant to the use of AT in early detection & intervention programs.
• Support technical activities for management, monitoring, and utilization of data for early detection & intervention and AT programs.
• Liaise with MoH, MoSA, National Commission on Disabilities, professional associations, DPOs and other relevant stakeholders to support the technical activities in early detection & intervention, including play therapy and AT services.
• Perform basic finance and administrative functions as needed under the guidance of the finance team.
• Support PM and Global team in technical activities, such as data quantifications & analysis, work template developments, or project materials developments.
• Organize and support logistics for field work.
• Perform any other relevant work assigned by the Program Manager and CHAI Senior Management Team.

  Qualifications

  • Bachelor's degree with a minimum of 3 years of work experience.
  • Have proven understanding & experience in disability issues and related knowledge both in national and subnational level.
  • Proven strong in-country networking capacity with disability related organizations, including relevant governmental departments/ministries, at national and subnational level.
  • Understanding government bureaucracy culture across ministries/governmental and expressing good communication skills as well as convincing capacity.
  • Ability to work in a team and independently with minimal supervision.
  • Experience working in fast-paced situations and dynamic deadlines while managing quality of result and analysis.
  • Strong written and oral communication skills in Bahasa Indonesia and English, with the ability to prepare compelling presentations.
  • High levels of proficiency in Microsoft Word, Excel, PowerPoint, internet applications and mobile applications.
  • Ability to think creatively in the face of challenges.
  • Ability to travel extensively (at least 35% of time) to focus provinces and other locations as needed for work.
  • Strong problem solving skills and analytical capabilities.
  • Ability to handle multiple tasks simultaneously, set priorities, and work independentlyStrong written and oral communication skills.
