Background

FHI 360 is a non-profit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. FHI 360 serves more than 60 countries, all 50 U.S. states and all U.S. territories.

Meeting Targets and Maintaining Epidemic Control (EpiC) is an FHI-360 implemented global health initiative project funded by United States Government (U.S.G) for the period of 2019โ€“2027. The project receives Global Health Security funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with GHS priorities, National Action Plans for Health Security (NAPHS), and United States Agency for International Development goals. In Mozambique, EpiC will support the local government and relevant local stakeholders to enhance infectious disease response, surveillance, and risk communication and community engagement to respond effectively to the immediate health, safety and security needs of both countries. We are currently seeking a qualified candidate for a Program Officer to be based in Maputo.

Job Summary:

The Program Officer will provide program management support for the EpiC GHS project. S/he will collect, organize and analyze information relevant to the project, assist with implementation. S/he will monitor that project activities are on track with workplans and provide project support in addition to communication efforts to assist with project management and executions. Monitors compliance with internal and external regulations.

  • Provide project management support in implementing EpiC-supported activities, ensuring timely execution and documentation of results
  • Coordinates with Project leadership in developing response mechanisms for outbreaks supporting SPS/DPS Zambezia team
  • Leads assigned project tasks and oversees task completion
  • Synthesizes existing information and data into an overarching summary of progress on key project activities reporting to senior management team
  • Support the project in preparing annual, quarterly, and monthly plans
  • Communicate and work closely with technical team staff to respond to project programmatic questions and/or requests.
  • Ensure that all documents (sub-agreements, modifications, descriptive reports, minutes/summaries/drafts) are properly organized and filed in physical and electronic format
  • Ensure the collection of products and the flow of information on disbursement requests, submission of quarterly and final (descriptive) reports.
  • Provide operational support for all activities under EpiC GHS, as requested.
  • Support the technical team in the preparation of quarterly reports.
  • serves as the contact regarding administrative task assignments
  • When assigned, represent EpiC in relevant stakeholder coordination platforms, and partner engagements related to zoonotic diseases and One Health
  • Support the capacity-building of other EpiC staff and partners through training and mentoring.
  • Perform other duties as assigned by the supervisor or project leadership to support EpiCโ€™s outbreak response and health security goals.

    Qualifications and Experience

    • Bachelor's Degree or its International Equivalent in social sciences, development studies, Economic Development, Education or a Related Fields.
    • Minimum five yearsโ€™ experience, two of which should have been in a similar role.
    • Project management certification preferred
    • Strong knowledge of theories, concepts, and practices in project management, process development and execution.
    • Incredibly detail oriented and strong with follow-up.
    • Excellent oral and written communication skills.
    • Ability to motivate and collaborate with others.
    • Ability to build positive working relationships with the various stakeholdersโ€™ communities, government officials and other implementing partners.
    • Must be able to read, write, and speak fluent Portuguese. Strong English an advantage.

      Travel Requirements:

      • Up to 50% travel.

        Typical Physical Demands:

        • Typical office environment.
        • Ability to sit and stand for extended periods of time.

          Technology to be Used:

          • Computer, Microsoft Office (i.e. Word, Excel, PowerPoint, etc.), e-mail, cell phones, PDAs and other handheld devices.
