Appointment Type: This is an excepted service, time-limited appointment that is not to exceed three years and eleven months; may also be considered for two, two-year extensions depending on the needs of the service.

Description of Organization: The position is located in BE. REFS is responsible for worldwide leadership and integrated technical expertise of the programming of USAID in agriculture-led growth, water and sanitation, and environmental sustainability.
PO oversees strategy, operational functions, resource-allocation, procurement, and programmatic support. BE oversees the allocation and execution of REFSโ program budget, including compliance with Congressional directives and required reporting and notification.
Duties and Responsibilities: The Program Officer will have responsibilities in procurement planning and activity budget management/execution. Duties include: working with managers and technical experts on activity budgets; preparing reports and maintaining financial tracking systems; coordinating procurement requirements with the Office of the General Counsel; Bureau for Management, Office of Acquisition and Assistance; and Bureau Contracting Officerโs Representatives and Agreement Officerโs Representatives; and other duties as assigned.
Specialized Experience: For the FL-03 (GS-13 equivalent) grade level, you must have one year of specialized experience at the FL-04 (GS-12) grade level or equivalent. Specialized experience is defined as:
Education Requirement: The salary for the selected candidate will be determined in accordance with ADS 470.3.6, Pay Under the Foreign Service, based on the highest degree earned and relevant experience.
